5 Programs and Resolutions to Implement the XIII Congress Resolutions of the Vietnam Trade Union
The XIII Congress of the Vietnam Trade Union took place from December 1 - 3, 2023, in Hanoi, with the participation of 1,095 delegates.
In particular, the XIII Congress of the Vietnam Trade Union, term 2023 - 2028 resolved its goals, targets, breakthrough stages, and programs, as well as resolutions to implement the XIII Congress Resolutions of the Vietnam Trade Union.
5 programs and resolutions to implement the XIII Congress Resolutions of the Vietnam Trade Union include:
(1) Resolution to promote the development of new members, establish grassroots trade unions in non-state enterprises by 2028, with a vision until 2033.
(2) Program to enhance the effectiveness of dialogue and collective bargaining from 2023 - 2028.
(3) Program to build a team of grassroots trade union presidents to meet the requirements of tasks, especially presidents of trade unions from non-state enterprises.
(4) Program to boost communication efforts of the Vietnam Trade Union from 2023 - 2028.

According to Article 7 of the Trade Union Law 2012, it stipulates:

The trade union organizational system includes the Vietnam General Confederation of Labor and trade unions at different levels as prescribed by the Charter of the Vietnam Trade Union.
Grassroots trade unions are organized within state agencies, political organizations, socio-political organizations, socio-political-professional organizations, socio-professional organizations, units, enterprises, other organizations that utilize labor according to labor laws, foreign organizations, and international organizations operating within Vietnam.
The trade union organizational system includes:
- Vietnam General Confederation of Labor
- Trade unions at various levels as stipulated by the Charter of the Vietnam Trade Union.
Referring to Article 7 of the Charter of the Vietnam Trade Union enclosed with Decision 174/QD-TLD 2020, it stipulates the trade union organizational system at different levels as follows:

The Vietnam Trade Union is a unified organization comprising the following levels:
1. Central level: Vietnam General Confederation of Labor (referred to as the General Confederation).
2. Provincial and central sector level, including: Provincial labor federations, city labor federations under central control; National industrial sector unions and equivalents.
3. Direct superior level of grassroots, including:
a. District labor federations: district, district-level town, provincial city labor federations (referred collectively as district labor federations);
b. Local industrial sector unions;
c. Industrial park unions, export processing zones, economic zones, high-tech zones unions (collectively referred to as industrial park unions);
d. Parent company unions;
e. Other direct superior grassroots unions.
4. Grassroots level, including: Grassroots trade unions, grassroots professional unions (collectively referred to as grassroots unions).
Thus, the Vietnam Trade Union is organized into four levels:
