Who must change a paper driving license to a PET driving license in Vietnam? Is it compulsory for Category B2 driving licenses to be changed?
Pursuant to the latest Draft Law on Road Traffic Safety and Order, in Article 81 of the Draft it is stated as follows:
Indefinite driving licenses issued before July 1, 2012 must be changed to a new driving license according to the roadmap prescribed by the Government.
Accordingly, based on the current regulations in the 2008 Road Traffic Law as well as the content in the new draft, "Permanent driving license" is a driving license applicable to motorbikes (according to regulations of Categories A1, A2, A3).
However, the above content is still a draft, not an official regulation. If the draft is approved, people with paper driving licenses issued before July 1, 2012 will have to change to a new driving license.
For car driving licenses (such as Category B2) - belonging to the "temporary driving license" group, there will be no need to change.

Pursuant to the provisions of Clause 2, Article 59 of the Law on road traffic 2008 Law, the provisions are as follows:
Driver licenses
1. Depending on types, engine capacity, mass and utilities of motor vehicles, driver licenses are classified into driver licenses with unlimited validity and driver licenses with limited validity.
2. Driver licenses with unlimited validity are of the following categories:
a/ Category A1, granted to drivers of motorcycles with a cylinder capacity of between 50 cm3 and under 175 cm3;
b/ Category A2, granted to drivers of motorcycles with a cylinder capacity of 175 cm3 or higher and those prescribed for category-A1 driver licenses;
c/ Category A3, granted to drivers of three-wheeled motor vehicles and those prescribed for category-A1 driver licenses and similar vehicles.

According to the above regulations, permanent driving license include the following categories:
- Category A1, granted to drivers of motorcycles with a cylinder capacity of between 50 cm3 and under 175 cm3;
- Category A2, granted to drivers of motorcycles with a cylinder capacity of 175 cm3 or higher and those prescribed for category-A1 driver licenses;
- Category A3, granted to drivers of three-wheeled motor vehicles and those prescribed for category-A1 driver licenses and similar vehicles.
What are the procedures to change driving licenses via the Public Service Portal of the Vietnam Road Department?
Pursuant to Clause 2, Article 38 of Circular 12/2017/TT-BGTVT as amended by Clause 7, Article 2 of Circular 01/2021/TT-BGTVT, the person changing his driving license will submit 01 application directly or through the Online public services portal to Vietnam Road Administration or Department of Transport.
Accordingly, for people with a Driving License issued by the Vietnam Road Department, they can change their Driving License online on the Public Service Portal of the Road Department according to the following steps:
Step 1: Access the Public Service Portal of the Vietnam Road Administration
Address: https://dichvucong.gplx.gov.vn/faces/registration/home.xhtml
Step 2: At the Home page, click "Driving License exchange service (Level 3)" in the "Administrative procedures" box.
Step 3: Select "Resolving agency"
Step 4: Select "Receiving location"
Step 5: Click "Register online"
Step 6: The system will forward to the new page
-> Fill in the necessary information marked with * (Driving Number, Non-robot authentication,...)
-> Click "Search"
Step 7: The system will display Driving License information
If the License Number is valid and is in the system's database, detailed information corresponding to the citizen's License Number will be automatically displayed. This information is not allowed to be edited.
Attention:
- It is possible that some personal information will be incorrect: Date of birth, gender, etc. Please notify the reception staff when you come to check in to update the information.
- If you have another driving license number other than the existing driving license number: Click "Add another driving license number" to declare additional information about other driving licenses (if any).
Step 8: Continue to enter the information requested to change and upload the required documents (including: Photo of DrivingLicense, citizen ID card, Health Certificate)
- For information group requiring change: only enter if there is a change in information about: ID card number, place of residence, place of permanent residence
+ Place of residence, usual place: Note that when entering, enter the name of the Commune/District/District first, then a list of suggested addresses will be displayed, at this time the registrant must choose from the list.
+ Detailed address: Enter detailed house number and alley: Example: number 20, alley 14/24
- Submit application: When choosing to upload files to the system, please note: uploaded files must be in the correct format (accepted files: doc, docx, xls, xlsx, pdf, png, jpg, jpeg, gif) and capacity file <=5Mb.
Step 9: Select the time (date, time) to register for processing
Follow this order: Select date -> select processing time frame.
- For selecting a processing date: The processing date must be at least 2 days from the submission date. When clicking on the Processing registration date field, the displayed days are the days with allowed registration time frames, while the hidden days are the days when registration is not allowed.
- For Processing Time: If you choose the time frame with the maximum number of registration applications to process, you must choose another time frame.
Step 10: Click "Register"
Step 11:
Select the method of receiving notifications (Via Email or SMS). If you do not select anything, by default the notification and authentication code will be sent to you at your email address.
Enter capcha, then Click Create new to complete online profile registration, Return to cancel registration. After successful registration, you will receive a verification code sent to your phone number or email (depending on the service registered).
Note: This authentication code will be used throughout the entire process of modifying and looking up records to track the status of online application processing. Therefore, you need to save it. If you lose it, you can look up the profile by registered phone number and use the function to re-issue the authentication code.
