- The Minister.
- The person assigned by the Minister to speak and provide information to the press regularly (hereafter called the spokesperson).
- The individual authorized by the Minister to speak (hereafter called the authorized spokesperson) or tasked with coordinating with the spokesperson to speak or provide information to the press on specific issues assigned as the head of the divisions managing state administration of the Ministry, not falling under the cases specified in Clause 2, Article 3, Regulation issued together with Decision 562/QD-BVHTTDL in 2023.

- The spokesperson and provider of information to the press for the Departments are the Department Heads.
- In cases where the Department Head cannot perform, they authorize the deputy in charge of the agency to speak and provide information to the press.

According to the provisions of Article 4, Regulation on Speaking and Providing Information to the Press of the Ministry of Culture, Sports, and Tourism issued together with Decision 562/QD-BVHTTDL in 2023, the principles for speaking and providing information to the press are as follows:
- Spokespersons and authorized spokespersons are entitled to speak on behalf of the Ministry of Culture, Sports, and Tourism to the press. The information provided to the press is official information about the activities and viewpoints of the Ministry of Culture, Sports, and Tourism.
- Speaking and providing information to the press must ensure accuracy, promptness, and efficiency, suitable to the purposes and guidelines of each press agency.
- Individuals of the Ministry of Culture, Sports, and Tourism who are not assigned the task of speaking and providing information to the press are allowed to provide information to the press as prescribed by law but are not entitled to speak and provide information on behalf of the Ministry of Culture, Sports, and Tourism. They are responsible before the law for the content of the information they have provided.
