The salary coefficient of the Prime Minister of Vietnam is 12.50 (based on the payroll applicable to leaders of the State" issued together with Resolution 730/2004/NQ-UBTVQH11).

Under Article 3 of Circular 10/2023/TT-BNV, the formula for calculating the salary paid to the Prime Minister of Vietnam is specified as follows::

Prime Minister's salary = statutory pay rate x Current salary coefficient

In particular, the current statutory pay rate is: 1,800,000 VND/month (Under the provisions of Clause 2 Article 3 of Decree 24/2023/ND-CP)

Therefore, the current salary paid to the Prime Minister is 22,500,000 VND/month (excluding allowances if any).

In addition, according to Resolution 27-NQ/TW in 2018 from July 1, 2024, the salary policy will be reformed in the direction of abolishing the current statutory pay rate and salary coefficient and specifying the base pay of Vietnamese officials and public employees in the new payrolls.

In particular, the salary paid to the Prime Minister of Vietnam is expected to be calculated according to the position payroll applied to Vietnamese officials and public employees holding leading positions (elections and appointments) in the political system from the central to the commune level.

- Allowances: account for about 30% of the total salary fund.

- Bonus: the bonus fund is equal to about 10% of the total salary fund of the year, excluding allowances.

What are the powers and obligations of the Prime Minister of Vietnam?

Under the provisions of Article 98 of the 2013 Constitution, the powers and obligations of the Prime Minister of Vietnam are specified as follows:

- To lead the work of the Government; to lead the formulation of policies and organize the implementation of laws;

- To lead and take responsibility for the work of the state administration system from the central to the local level, ensuring the consistency and continuity of the national administration system;

- To submit to the National Assembly for approval proposals on the appointment, relief from duty or dismissal of Deputy Prime Ministers, Ministers or other members of the Government; to appoint, relieve from duty or dismiss Deputy Ministers or officials of equal rank of ministries or ministerial-level agencies; to approve the election and relief from duty, and to decide on the transfer or dismissal of Chairpersons and Vice Chairpersons of the People’s Committees of provinces or centrally run cities;

- To suspend the implementation of, or annul the documents, of Ministers, Heads of ministerial-level agencies, People’s Committees, Chairpersons of the People’s Committees of provinces or centrally run cities that contravene the Constitution, laws or documents of state agencies at higher levels; to suspend the implementation of resolutions of the People’s Councils of provinces or centrally run cities that contravene the Constitution, laws or documents of state agencies at higher levels and, at the same time, to propose the Standing Committee of the National Assembly to annul them;
