Who is the Director of the Vietnam Register?
Pursuant to Decision 862/QD-BGTVT in 2013 stipulating the functions, tasks, powers and organizational structure of the Vietnam Register issued by the Vietnam Minister of Transport on April 05, 2013.
Article 4 of Decision 862/QD-BGTVT in 2013 stipulates as follows:
Leaders of the Vietnam Register
1. The Vietnam Register has its Director as the head and is responsible to the Vietnam Minister of Transport and the law for all activities of the Vietnam Register; assist the Director with Deputy Directors, who are responsible to the Director and the law for the tasks assigned by the Director.
2. The Director of the Vietnam Register shall be appointed or dismissed by the Vietnam Minister of Transport.
3. Deputy Directors of the Vietnam Register shall be appointed or dismissed by the Vietnam Minister of Transport at the request of the Director of the Vietnam Register.
According to the above provisions, the Director of the Vietnam Register is the head of the Vietnam Register. The Director of the Registration Department shall be appointed and dismissed by the Vietnam Minister of Transport.
Currently, the Director of the Vietnam Register, Mr. Nguyen Chien Thang, was assigned by the Vietnam Minister of Transport of Vietnam Nguyen Van Thang to deploy and appoint on March 11, 2023.

Based on the provisions of Article 3 of Decision 862/QD-BGTVT in 2013, the organizational structure of the Vietnam Register is as follows:

What tasks and powers does the Vietnam Register have?
The tasks and powers of the Vietnam Register are determined according to Article 2 of Decision 862/QD-BGTVT in 2013. As follows:
- Preside over the elaboration and submission to the Vietnam Minister of Transport of strategies, master plans, long-term, 5-year and annual plans, national programs and projects, development schemes on registration of transport vehicles and equipment nationwide.
- Assume the prime responsibility for formulating and submitting to the Vietnam Minister of Transport projects on laws, ordinances and other legal documents on registration; promulgate according to its competence specialized management documents on registration.
- Assume the prime responsibility for formulating and submitting to the Minister for promulgation or the Minister submitting to competent state agencies for promulgation standards and technical regulations on transport vehicles and equipment and lists of transport mechanical products according to the scope of management.
- Organize the implementation, inspection and review of the system of legal documents, strategies, master plans, plans and standards and technical regulations related to registration activities after being promulgated or approved.
- Preside over or coordinate in informing, propagating, disseminating and educating the law on registration.
- Organize the registration of quality, technical safety and environmental protection for transport vehicles and equipment and other means and equipment (except for vehicles and equipment serving national defense and security purposes and fishing vessels).
- Formulate and submit to the Minister a plan for international cooperation and international integration on registration; participate in the formulation, negotiation of signing and acceding to international treaties and agreements, international organizations on registration; organize activities on international cooperation and international integration of registration according to management hierarchy.
- Develop and submit to the Minister for publication the standards of registration units. Organize the assessment and certification of operating conditions of registration units and testing establishments serving the registration in accordance with the provisions of law.
- Develop contents, training programs, stipulate standards for registration of auditors, auditors and professional staff. Organize training and issuance of certificates for registrars, auditors and professional staff in accordance with the provisions of law; train safety managers, ship security officers, security officers of organizations and enterprises in accordance with the International Code on Safety Management and the International Code on ship and port security.
- Regulations on the management and issuance of publications only in registration activities.
- On the management of investment projects in the field of registration.
- Organize the implementation of scientific research and application of scientific and technological advances in registration activities.
- Develop and implement the administrative reform program of the Department according to the objectives and contents of the state administrative reform program of the Ministry of Transport.
- Inspect, examine and settle complaints, denunciations, anti-corruption and negativity according to the competence of the Department.
- Formulate and submit to the Minister for decision the organizational structure of the Department; manage the organization of the department's apparatus and boundaries; implement the salary regime and remuneration, reward and disciplinary regimes and policies for cadres, public employees and employees in accordance with the provisions of law.
- Manage finance and assets of the Department in accordance with the provisions of law.
- Have direct relations with relevant state agencies or as authorized by the Vietnam Minister of Transport.
- Perform other duties assigned by the Minister.
