Who is the Director General in Vietnam?

Based on the job description of the General Director and the equivalent of Appendix VI issued together with Circular 12/2022/TT-BNV as follows:

The General Director and equivalent (hereinafter collectively referred to as the General Director) is the head of the General Department, responsible for assisting the Minister in state management and organizing the implementation of policy-making, state management, and law enforcement for sectors, fields, and specialties nationwide as assigned, decentralized and authorized by the Minister; be responsible to the Minister and to the law for the entire operation of the General Department.

What are the duties and jobs of the Director General in Vietnam?

Based on the job description of the General Director and equivalent to Appendix VI issued together with Circular 12/2022/TT-BNV, the General Director has the following duties and jobs:

(1) Preside over the formulation of work plans and assignment of duties in the General Department:

- Preside over the elaboration of annual, monthly, and quarterly contents and plans of the General Department in accordance with the Ministry's regulations.

- Assign duties to the deputy director general.

- Direct the development and approval of the 6-month, annual, monthly, and quarterly contents of programs and work plans of the General Department.

(2) Preside over the performance of duties and work of the General Department:

- Inspect, urge and coordinate civil servants to implement work programs and plans.

- Monitor and evaluate the implementation of the work plan of each civil servant.

- Preside over or coordinate with departments and units in the Ministry and relevant agencies in implementing programs and work plans of the General Department.

- Handle unscheduled duties (within the assigned scope) and seek the direction of the Ministry Leader for things beyond the scope of responsibility.

(3) Manage civil servants:

- Periodically reassign jobs in job positions for civil servants in the General Department.

- Be responsible for supporting, monitoring, and evaluating civil servants according to hierarchy.

- Monitor personnel developments and personnel needs of the General Department; research, learn, and prepare personnel to replace, appoint, re-appoint ...; report to the Ministry Leadership for comments.

- Organize the execution of regulations, working regulations, policy regimes, confidentiality, and public service ethics; build a cultural and highly effective working environment.

(4) Manage general operations:

- Manage and administer all activities of the General Department.

- Process and manage incoming documents.

- Sign and submit to the Ministerial leaders the documents drafted by the General Department.

- Excess authorization or order to sign documents according to the working regulations of the Ministry.

- Periodically (or irregularly) report on the operation of the General Department to the Ministry Leader and the Ministry Leader in charge.

- Direct the formulation of 6-month, annual, monthly, quarterly, and weekly reports and summaries of work as prescribed.

- Represent the General Department on working relationships; hand over the work to a deputy in charge upon the absence in accordance with the working regulations.

(5) Manage finance and assets

- Take responsibility for organizing and managing assets of the General Department as authorized and prescribed.

- Take responsibility for managing the finance of the General Department as authorized and as prescribed.

(6) Preside over or participate in meetings or conferences.

- Attend agency meetings and conferences according to the working regulations of the Ministry and the General Department.

- Preside over briefings and perform the duties of the General Department.

- Attend meetings and conferences as assigned by ministry leaders.

(7) Implement other directives of the Ministry's leadership in accordance with the working regulations

(8) Take on the job of one professional position corresponding to the highest civil servant rank in the organization.

What are the criteria for qualifications and qualities of the General Director in Vietnam?

Based on the job description of the General Director and equivalent to Appendix VI issued together with Circular 12/2022/TT-BNV, the General Director must meet the following criteria for qualifications:

(1) Training level:

- Have professional suitable qualifications.

- Have an advanced diploma in political theory or bachelor's degree in politics or have a certificate equivalent to the advanced political reasoning level issued by the competent authority.

(2) Complementary knowledge

- Have state management qualifications for senior civil servants or equivalent.

- Have a certificate of departmental leadership and management training level and equivalent or certificate of departmental leadership and management and equivalent (after being appointed).

- Have appropriate computer and foreign language qualifications at the request of ministries and branches where civil servants work.

(3) Experience (work achievements)

- Have successfully performed and completed duties in one of the leadership and management positions of Deputy Director General and equivalent; Directorate and equivalent under the Ministry; Directorate and equivalent under the General Department or Vice Chairman of the People's Council, Vice Chairman of the Provincial People's Committee and equivalent, Director of the Department and equivalent.

(4) Personal qualities

- Absolutely loyal, trust, and seriously abide by the Party's guidelines and policies, the State's laws, and agency regulations.

- Be high sense of responsibility, and good coordination of work.

- Be honest, and steadfast but listening.

- Be calm, and careful.

- Have ability to create, and think independently. - Have ability to unite internally.

(5) Other criteria

- Have ability to propose guidelines and solutions to solve practical problems related to the functions and duties of the General Department.

- Have ability to organize research and implementation of topics and schemes in the professional fields of the General Department.

- Understand the General Department's work in the political system and development orientation.

- Have ability to summarize, summarize practice and theoretically research the work according to the functions and duties of the General Department.

- Have ability to train, retrain and pass on the experience to young cadres after themselves.

- Be responsible for directing the preservation, scientific retention, and storage of data according to the system to serve the work duties of the General Department and the Ministry in the immediate as well as in the long term.

Circular 12/2022/TT-BNV will take effect from February 15, 2023.
