General Secretary of the Central Committee of the Communist Party of Vietnam is the highest leadership title of the Communist Party of Vietnam, currently holding the position of General Secretary of the XIII Central Committee of the Communist Party of Vietnam (2021–2026) is Comrade Nguyen Phu Trong.
Under subsection 2.3 of Section 2 of Part I of Regulation 214-QD/TW of 2020, the qualifications for the title of General Secretary of the Central Committee of the Communist Party of Vietnam are as follows:
- Fully ensure the general standards of members of the Politburo and the Secretariat, at the same time, it is necessary to have the following qualities and capabilities:
- Have high prestige in the Central Committee, the Politburo, the whole Party, and the people; be the center of unity, gathering and promoting the combined strength of the whole political system, the whole Party, the whole people, and the strength of the times to successfully perform the two strategic tasks of building and defending the Fatherland, the goal of "rich people, strong country, democracy, and justice, civilization".
- Be the most typical representative of the morality and wisdom of the whole Party.
- Have a high level of political theory.
- Have deep, broad, and comprehensive knowledge in the fields of politics, economy, culture, society, defense, security, foreign relations, Party building, state management, etc.
- Have political bravery, sharp thinking, capacity for research, discovery, proposal, and decisiveness; calm and discerning in the face of difficult and complex issues related to the destiny of the Party, the nation, and the nation.
- Capable of leading and administering the Central Committee, Politburo, and Secretariat; have the leadership capacity to build a strategic-level cadre team, especially successors and key cadres.
- Have experienced and completed their duties in the position of provincial secretary, member of a committee, or head of a central department, ministry, or branch; joined the Politburo for a full term or more; special cases shall be decided by the Central Committee.
In addition to the above criteria, to become a General Secretary, the general criteria specified in Section 1 Part I of Regulation 214-QD/TW of 2020 must be met, including:

What is the form of election of the General Secretary of the Central Committee of the Communist Party of Vietnam?
Under the provisions of Article 3 of the Party Election Regulations promulgated together with Decision 244-QD/TW in 2014 as follows:
Forms of election
1. Secret ballot shall be conducted in the following cases:
- Election of the executive committee of the Party and its branches (referred to as subordinate level); elect the Central Committee.
- Election of standing committees, secretaries, and deputy secretaries.
- Election of Politburo, General Secretary, Secretariat.
- Election of the inspection committee, chairman, and deputy chairman of the inspection committee.
- Election of delegates to the party congress of the upper echelons.
- Collection of votes for opinions on candidates for inclusion on electoral rolls.
- Introduction of Party candidates for the positions of leaders of the State, the Fatherland Front, and people's mass organizations.
2. Voting to raise hands (using Party membership cards to vote) shall be carried out in the following cases:
- Election of executive and assisting agencies of congresses and conferences (presidium of congresses, secretariats, conference presidents, delegate qualification verification committees, vote counting committees...).
- Approval of the number and electoral list.
