How are the responsibilities for organizing postage stamp exhibitions regulated in Vietnam?
Pursuant to Article 22 of Circular 25/2021/TT-BTTTT stipulating the responsibility for organizing postage stamp exhibitions is prescribed as follows:
- Ministry of Information and Communications shall:
+ organize national and international exhibitions, fairs, and display of postage stamp in Vietnam;
+ Allow domestic and foreign organizations, individuals to exhibit and display postage stamps on a national and/or international level in Vietnam in accordance with regulations and law on exhibition.
- Vietnam Philatelic Association shall:
+ cooperate with relevant agencies in organizing national and international postage stamp exhibitions, display, and fairs in Vietnam in accordance with regulations and law;
+ propose and take charge organizing conventions and professional activities at exhibitions;
+ appraise and approve stamp sets on display in national and international exhibitions in Vietnam and other countries.
- Local Philatelic Associations shall:
+ cooperate with relevant agencies in organizing postage stamp exhibitions in accordance with regulations and law;
+ propose and take charge organizing conventions and professional activities at exhibitions;
+ appraise and approve stamp sets on display in provincial, regional postage stamp exhibitions.
- Participate in international and worldwide stamp exhibitions held in foreign countries
+ The VPC shall act as representative of Vietnam to participate and organize sale of Vietnamese postage stamps in international and worldwide exhibitions held in foreign countries.
+ The Vietnam Philatelic Association shall assign called up individuals to participate and appraise stamp sets registered for display in international and worldwide exhibitions.
Who is the copyright owner of the official design of Vietnam postage stamps in Vietnam?
Pursuant to Clause 1, Article 32 of Circular 25/2021/TT-BTTTT stipulates as follows:
Article 32. Use of official design
1. The Ministry of Information and Communications is the holder of ownership of the official design.
2. The use and copy of the official design, in part or in whole, require written consent of the Ministry of Information and Communications.
3. The use of images of issued Vietnamese postage stamps in production of commercial products requires written consent of Ministry of Information and Communications.
Thus, according to the above regulations, the copyright owner of the official design of Vietnam postage stamps is the Ministry of Information and Communications.

How long is the supply period for postage stamps in Vietnam?
Pursuant to Article 20 of Circular 25/2021/TT-BTTTT stipulates as follows:
Article 20. Availability of postage stamp
1. Definitive stamps shall be made available indefinitely on the public postal network.
2. Commemorative and thematic stamps shall be made available for no longer than 24 months on the public postal network.
3. VPC shall make postage stamps available on the public postal network and sell according to the denominations during the periods under Clause 1 and Clause 2 of this Article at all post offices, except for stamps that bear cancellations.
4. On the first day of issue, commemorative stamps must be made available at central post offices of provinces and central-affiliated cities.
Thus, according to the provisions on the time limit for supplying postage stamps as follows:
- Universal postage stamps are provided indefinitely on the public postal network.
- Commemorative postage stamps and thematic postage stamps are provided for no more than 24 months on the public postal network.
What principles must Vietnam postage stamp codes ensure?
Pursuant to Clause 2, Article 27 of Circular 25/2021/TT-BTTTT stipulates as follows:
Article 27. Codes of postage stamps
1. Vietnamese postage stamp codes contain a combination of symbols which help with identifying the stamps, stamp blocks and are decided by the Ministry of Information and Communications.
2. Vietnamese postage stamp codes must:
a) Ensure scientific, continuous, stable, and unrepeatable properties;
b) Conform to guidance of Universal Postal Union and international practice.
3. Vietnamese postage stamp codes shall be granted in order to stamp sets issued in a year and definitive stamps which are re-printed or changed in terms of color or denominations.
4. Organizations and individuals engaging in postage stamp activities are encouraged to use Vietnamese postage stamp codes.
5. Worldwide postage stamp codes
a) The VPC is responsible for registering for participation in the international philatelic code system of the Universal Postal Union;
b) The VPC shall submit Vietnamese postage stamp to the International Bureau of the Universal Postal Union as per the law when participating in the international philatelic code system.
Thus, according to the provisions on the Vietnam postage stamp code, the following principles must be ensured:
- Scientific, continuous, stable and non-duplicative.
- In accordance with Universal Postal Union guidelines and international practice.
