Pursuant to Article 19 of the 2009 Law on overseas representative missions of the socialist republic of Vietnam (amended by Clause 6, Article 1 of the 2017 Law on amendments and supplements to some articles of the Law on overseas representative missions of the socialist republic of Vietnam):
Heads of representative missions
1. The head of a representative mission is the ambassador extraordinary and plenipotentiary or the charge d’affaires, in case the post of ambassador extraordinary and plenipotentiary has not yet been appointed.
2. The head of a consulate general is the consul general. The head of a consulate is the consul.
3. The head of the representative mission to the United Nations is the Permanent Representative and holds the diplomatic post of ambassador extraordinary and plenipotentiary. The head of a representative mission at another international organization is a Permanent Representative, Permanent Observer or Representative of the President to an international organization and holds the diplomatic post of ambassador or ambassador extraordinary and plenipotentiary.
Accordingly, ambassador extraordinary and plenipotentiary can be understood as the head of a diplomatic mission abroad with the establishment of diplomatic relations between the two countries concerned at the highest level (at the ambassadorial level).
At the same time, based on the job description of the Extraordinary and Plenipotentiary Ambassador in Appendix VI issued together with Circular 12/2022/TT-BNV of Vietnam, the ambassador extraordinary and plenipotentiary will have the following job position objectives:
- Direct and organize the performance of functions and tasks of the representative agency, direct the development and implementation of programs and work plans of the representative agency;
- Assign and arrange work for members of the representative agency.

What are the duties and tasks of the ambassador extraordinary and plenipotentiary in Vietnam?
Based on the job description of the Extraordinary and Plenipotentiary Ambassador in Appendix VI issued together with Circular 12/2022/TT-BNV of Vietnam, the duties and tasks of the ambassador extraordinary and plenipotentiary include:
- Directing and organizing the performance of functions and tasks of the representative agency.
- Direct the development and implementation of programs and work plans of the representative agency.
- Assign and arrange work for members of the representative agency.
Organize the implementation and inspect the implementation of regimes and policies towards members of the representative agency.
- Managing labor discipline and evaluating representative agency members.
- Commend and discipline according to competence or propose competent agencies to reward and discipline.
- Settle complaints and denunciations in accordance with the law
- Direct the management and economical use of the representative agency's facilities and facilities.
- Organize preliminary and final reviews and directly report to the competent authority on the operation of the representative agency.
- Participate in organizing activities of high-ranking Vietnamese delegations to visit and work in the receiving countries and territories.
- Proposing and representing to participate, contribute activities related to international organizations, international and regional forums as assigned.
- Perform other duties assigned by superiors.
What qualifications and competency requirements must the ambassador extraordinary and plenipotentiary meet?
Based on the job description of the Extraordinary and Plenipotentiary Ambassador in Appendix VI issued together with Circular 12/2022/TT-BNV of Vietnam, the Extraordinary and Plenipotentiary Ambassador must meet the qualifications and capacity requirements as follows:
About Qualification Requirements
(1) Qualification:
- Possess a university degree or higher (priority in the field of foreign affairs, diplomacy, foreign language).
- Possessing a certificate of professional training in state management from a senior specialist program or an advanced diploma in political theory or higher.
- Having appropriate computer skills and foreign language skills as required by the ministries and branches where the civil servants work.
(2) Experience (work achievements)
- Having held the rank of main specialist or equivalent for 6 years or more, of which the period of holding the rank of senior specialist must be at least 1 year (full 12 months) and have presided over the construction and appraisal of at least 2 legislative documents or topics, schemes, projects, scientific research programs at ministerial, branch or provincial level that the agency employing public employees is assigned or presided over for research and development; issued or accepted by a competent authority.
(3) Personal qualities
- Absolutely loyal, trust, and strictly abide by the guidelines and policies of the Party, the laws of the State, and the regulations of the agency.
- High responsibility for work with the team, good coordination.
- Other qualities: Having a clear background, ensuring industry standards.
Regarding Competency Requirements:

All of the above capacity requirements must be assessed at level 3. Except for the ability to use information technology and foreign languages, it only needs to meet the requirements of the ministries and branches where the civil servants work.
Circular 12/2022/TT-BNV of Vietnam takes effect from February 15, 2023.
