On August 16, 2023, the Government of Vietnam promulgated Decree 61/2023/ND-CP which regulates the development and implementation of customs and conventions of the residential community.
Article 2 of Decree 61/2023/ND-CP specifies the customs and conventions of the residential community.

Customs and conventions are documents that stipulate social norms including rules of conduct decided upon by the residential community; not contrary to law and social ethics; aimed at regulating self-governing social relations within the residential community and recognized by the Commune People's Committee.

Pursuant to Clause 1, Article 15 of Decree 61/2023/ND-CP which regulates the dissemination, implementation, and evaluation of customs and conventions:

1. Customs and conventions recognized by the Commune People's Committee must be promptly disseminated widely by the village head or the head of the residential group to all households and citizens residing in the residential community, through public posting at the community's cultural house - sports area, community activity points, and at least one of the following forms:
a) Community meetings;
b) Information on the local communication network;
c) Sending copies to each household;
d) Via lawful telecommunications networks or social media, ensuring compatibility with the level of IT application within the residential community;
e) Through legal dissemination and education activities of legal propagandists; mediation activities of mediators, and respected individuals in the residential community;
f) Other forms appropriate to the actual conditions of the residential community.

4. The review and evaluation of the implementation of customs and conventions are conducted annually by the residential community, as follows:
a) Timing: Great National Solidarity Day (November 18) or an important day agreed upon by the residential community;
b) Form: Meetings or integration into community conferences chaired by the village head or the head of the residential group, in cooperation with the head of the Front Work Committee in the residential community;
c) Content: Reviewing content; evaluating the implementation of customs and conventions; promptly praising, rewarding, encouraging; urging, reminding, criticizing households and citizens residing in the residential community; proposing amendments, supplements, replacements to customs and conventions.
Thus, customs and conventions of the residential community are disseminated through public posting at the community's cultural house - sports area, community activity points.
Additionally, customs and conventions of the residential community are disseminated through the following forms:
- Community meetings;
- Information on the local communication network;
- Sending copies to each household;
- Via lawful telecommunications networks or social media;
- Through legal dissemination and education activities of legal propagandists; mediation activities of mediators, and respected individuals in the residential community;
- Other forms appropriate to the actual conditions of the residential community.
