Who is considered unemployed in Vietnam?

Based on the indicator of unemployment rate T0204 guided in the Appendices issued together with Decision 05/2023/QD-TTg,

- An unemployed person is a person aged 15 years or older who, in the reference period, has all three factors: not currently working, looking for a job, and being ready to work.

- The unemployed are also those who are currently unemployed and ready to work but, in the reference period, are not looking for work because they are sure to have a job or a production and business activity to start after the reference period.

How to calculate the provincial unemployment rate in Vietnam? When will it be announced?

Based on the indicator of unemployment rate T0204 guided in the Appendix issued together with Decision 05/2023/QD-TTg, the unemployment rate is the percentage between the number of unemployed people compared to the labor force. Calculation formula:

Unemployment rate (%) = number of unemployed people / labor force 100

Local unemployment rates are published quarterly and annually. Quarterly periods are not announced by major divisions.

What is considered an employee in Vietnam?

Based on the indicator Number of employees in the economy (T0202), guided in the annexes issued together with Decision 05/2023/QD-TTg:

Employees are all people aged 15 years or older who, during the reference period, do anything (not prohibited by law) for an hour or more to create goods or supply goods or services. provide services for the purpose of receiving wages, salaries, or profits.

Employees do not include people engaged in self-sufficient work in the agricultural, forestry, and fishery sectors, i.e., those who work to produce products whose main purpose is to earn their own money or that of their families.

Employed people include those who did not work during the study week but have a job (excluding self-financed work) and are still closely attached to that job (still paid or earning wages during the period of not working or will definitely return to work after a period of no more than one month).

In addition, the following specific cases are also considered employed:

- Persons who are participating in training activities or skills improvement activities due to job requirements;

- Apprentices and apprentices (including intern doctors) work and receive wages and salaries;

- Students or retirees in the reference period who have worked at a job (excluding self-financed work) for 1 hour or more to generate income;

- Persons who are looking for work, registrants, or recipients of unemployment insurance but, in the reference period, have worked a job (excluding self-financed work) for 1 hour or more to generate income;

- Family employees: people who work for the purpose of receiving wages, salaries, or profits, but such wages, salaries, and profits may not be paid directly but accumulate into the general income of the family.

Based on the indicator of the rate of employees with informal employment T0205 guided in the Appendix issued with Decision 05/2023/QD-TTg, employees with informal jobs are those who have jobs. belong to one of the following five groups:

(i) Unpaid family employees;

(ii) Owners of establishments, self-employees in the informal sector;

(iii) The salaried employee is not allowed to sign a labor contract or is allowed to sign a labor contract but is not allowed to pay social insurance premiums by the recruitment establishment;

(iv) Cooperative members do not pay compulsory social insurance;

(v) Self-employed or salaried employees in households or households in agriculture, forestry, and fisheries

The informal employment rate is the ratio of the number of people in informal employment to the total number of employed people.

Calculation formula:

Percentage of employees with informal employment (%) = number of employees with informal employment/number of employees x 100

Decision 05/2023/QD-TTg will take effect on April 15, 2023.
