Deputy Head of the Division and equivalent of the Sub-Department under the Department under the General Department;
1. The Deputy Head of the Division and equivalent of the Sub-Department under the Department under the General Department are the deputies of the Head of the Division and assist the Head of the Division in performing several specific tasks. The Deputy Head of the Division shall be responsible before the Head of the Division and before law for assigned functions and tasks.

Under Clause 2 Article 24 of Decree 29/2024/ND-CP, the criteria for appointment to the Deputy Head of the Division and equivalent of the Sub-Department under the Department under the General Department in Vietnam are specified as follows:
- Meet the corresponding general standards specified in Section 1 Chapter II of Decree 29/2024/ND-CP, including:
- Standards of ideological politics;
- Standards of morality, lifestyle, sense of discipline;
- Qualification standards;
- Standards of competence and prestige;
- Standards of health, age, working experience
- Have continuously worked in the industry or field for 02 years or more (excluding internship and probationary periods).
What are the standards of ideological politics for the Deputy Head of the Division and equivalent of the Sub-Department under the Department under the General Department in Vietnam?
According to Article 4 of Decree 29/2024/ND-CP, the standards of ideological politics for the Deputy Head of the Division and equivalent of the Sub-Department under the Department under the General Department in Vietnam are specified as follows:
- Be loyal to the interests of the Party, the nation, the nation and the people; be insistent on Marxism-Leninism, Ho Chi Minh's thoughts, goals and ideals of national independence, socialism, and the Party's renovation line.
- Have a firm political stance, viewpoint, and bravery, and resolutely fight to protect the Party's Platform and lines, the Constitution and the law.
- Have a patriotic spirit, putting the interests of the Party, the nation, the nation, the people, and the collective above individual interests.
- Abide by the assignment of agencies and organizations; abide by speech discipline under the principles and regulations of the Party and the law.
What are the regulations on fully meeting the political theory and state management standards by the Deputy Head of the Division and equivalent of the Sub-Department under the Department under the General Department in Vietnam?
Under Article 6 of Decree 29/2024/ND-CP, the Deputy Head of the Division and equivalent of the Sub-Department under the Department under the General Department must meet the following political theory and state management standards:
- Have an intermediate diploma of political theory or higher or a certificate equivalent to the intermediate level of political theory of a competent authority;
- Have certificates of fostering state management knowledge and skills for officials of specialist rank and equivalent;
In addition, Article 34 of Decree 29/2024/ND-CP stipulates adjustments for the Deputy Head of the Division and equivalent of the Sub-Department under the Department under the General Department who have not met the political theory and state management standards as follows:
- Meet the standards of political theory within 36 months; standards on state management within 12 months from the effective date of Decree 29/2024/ND-CP, except for the following cases:
+ In case of remaining less than 36 months as of the month of full retirement age, they are not required to meet the standard of political theory;
+ In case of remaining less than 24 months as of the month of full retirement age, they are not required to meet the standards of state management.
- In case the appointment or reappointment of the position of Deputy Head of the Division and equivalent of the Sub-Department under the Department under the General Department has been carried out according to the provisions of the Party and law at the time of appointment or reappointment, but no decision on appointment or reappointment has been made, the appointment or reappointment shall continue to be carried out and standards of political theory and standards on state management must be met according to the above provisions.
- In case of appointment due to consolidation, merger, separation, reorganization, or conversion of organizational model, the position or title currently held in the old agency, organization or unit is equal to or equivalent to the position or title expected to be held in the new agency, organization or unit; or in case of change of the name of agency, organization, and unit, after appointment, standards of political theory and standards on state management must be met according to the above provisions.
- After the expiry of the time limits, if the political theory and state management standards as prescribed in Decree 29/2024/ND-CP have not been met, the competent authority shall consider and revoke the decision on appointment and arrange the appropriate job position.
- The appointing authority shall decide on standards and conditions on achievements, specific results, and products suitable for the appointment in the absence of written guidance on the contents specified at Point b, Clause 2, Article 33 of Decree 29/2024/ND-CP.
Thus, the Deputy Head of the Division and equivalent of the Sub-Department under the Department under the General Department in Vietnam must meet the political theory and state management standards within the prescribed time limit.
Decree 29/2024/ND-CP will come into force from May 01, 2024.
