Who are the current Deputy Ministers of Health in Vietnam?

On February 3, 2023, Prime Minister Pham Minh Chinh signed a decision to appoint personnel for the Ministry of Health.

The Prime Minister of Vietnam appointed Mr. Le Duc Luan, Director General of the Department of Audit Regime and Quality Control under the State Audit to act as Deputy Minister of Health.

Mr. Le Duc Luan was born on April 17, 1968, has the hometown of Minh Quan commune, Tran Yen district, Yen Bai province with an education level of PhD and political level of Senior.

With this appointment, the Ministry of Health now has four deputy ministers as follows:

- Ms. Nguyen Thi Lien Huong

- Mr. Tran Van Thuan

- Mr. Do Xuan Tuyen

- Mr. Le Duc Luan.

Is the Deputy Minister of Health a member of the Government of Vietnam?

Pursuant to the provisions of Article 2 of the Law on Government Organization 2015 as follows:

Organizational structure and members of the Government
1. The Government shall be composed of the Prime Minister, Deputy Prime Ministers, Ministers and Heads of Ministry-levels. The structure and number of Government members shall be submitted by the Prime Minister to the National Assembly for decision.
2. The organizational structure of the Government shall be composed of Ministries and ministerial-level agencies.
Request for the National Assembly's decision on establishment or dissolution of a Ministry or ministerial-level agency shall be submitted by the Government.

Thus, according to the above-mentioned provisions, members of the Government of Vietnam include the Prime Minister, Deputy Prime Ministers, Ministers and Heads of ministerial-level agencies.

Therefore, the Deputy Minister of Health is not a member of the Government of Vietnam.

What are the standards of the Deputy Minister of Health in Vietnam?

Pursuant to Section I of Regulation 214-QD/TW of 2020, the standards of the Deputy Minister of Health in Vietnam are:

General standards:

- Politics and ideology:

+ Absolutely abide by the assignment of the organization, rest assured to work.

+ Strictly maintain speech discipline in accordance with the principles and regulations of the Party.

- Morality, lifestyle:

+ Be exemplary of moral qualities; live honestly, humbly, sincerely, purely, simply, and tolerantly; and need thrift, integrity, fairness, and impartiality.

+ Do not commit corruption, waste, opportunity, profit; resolutely fight to prevent and reverse the deterioration of political thought, morality, lifestyle, internal manifestations of "self-evolution", "self-transformation", bureaucracy, corruption, negativity, waste, power and group interests; absolutely do not profit and do not let relatives and acquaintances abuse their positions and powers for profit.

+ Strictly observe the principles of organization and discipline of the Party, especially the principles of democratic centralism, self-criticism and criticism; strictly and fully exercise their powers and responsibilities and direct the strict implementation of principles, regulations, regulations and procedures on personnel work; resolutely fight against manifestations and deeds contrary to the Party and State's regulations in personnel work.

- Have the capacity to coordinate among ministries, branches and between the Central and local governments, creating synchronization in the implementation of guidelines, policies and laws of the Party and the State.

- Have experienced and successfully completed their duties in the position of leader, manager at the head level or equivalent or higher or vice chairman of the People's Council, vice chairman of the People's Committee or higher of the provincial level.
