What is political theory training in Vietnam?
Pursuant to Clause 1, Article 3 of Regulation 57-QD/TW in 2022 on the subjects, standards and decentralization of political theory training, political theory training are defined as follows:
"Article 3. Interpretation of terms
According to Regulation 57-QD/TW in 2022, the following terms are construed as follows:
1. Political theory training is the process of transmitting and absorbing the political theory knowledge system; strengthening the worldview, human outlook, scientific and revolutionary methodology of Marxism - Leninism, Ho Chi Minh's thought, viewpoints and lines of the Party, policies and laws of the State; raise political awareness and bravery, strengthen confidence in the Party, State and the socialist regime; improve the vision, thinking, methods, leadership skills, management and practical application for the staff. Political theory training consists of three levels: beginner, intermediate and advanced."
Subjects participating in political theory training in Vietnam

Standards of political theory training in Vietnam
Primary political theory
Pursuant to Article 4 of Regulation 57-QD/TW in 2022 on specific subjects, standards and decentralization of political theory training, subjects and standards for primary political training are:
1. Objects
- Party members; union members and members of grassroots socio-political organizations.
- Commune-level civil servants (except for police chiefs and commune-level military commanders).
- People who work part-time at commune, village, residential groups and a number of other subjects whose aspirations are consistent with the general requirements.
2. Standards
Graduated from junior high school or higher.
Intermediate political theory
According to Article 5 of Regulation 57-QD/TW in 2022 on the subjects, standards and decentralization of political theory training, subjects and standards of intermediate political training are:
1. Objects
1.1. Officials and civil servants
- Communal level members; the president, vice president of the People's Council, the People's Committee; heads and deputy heads of the Vietnam Fatherland Front and commune-level socio-political organizations.
- Deputy heads and deputy heads of units equivalent to the district and provincial levels; Vice-Deputy Committees (equivalent units at the board level) affiliated to state-owned economic groups and corporations.
- Planning for deputy heads of departments (equivalent units at the department level) at the central level. Planning for positions specified at Points a and b.
1.2. Military officers; Commander-in-Chief of the commune-level military command, battalion-level commander; deputy chief commander, deputy chief of staff, political officer, deputy military command of the district; deputy chief of staff, deputy political director of the regiment; leaders of divisions (departments) at brigade, division, military command, provincial border guard command (equivalent). Planning staff for the above positions.
1.3. Public security officers: Team leaders, commune-level police chiefs, battalion commanders, deputy captains, commune-level police deputy heads, deputy battalion commanders and the equivalent; deputy chiefs, deputy chiefs of district-level police, deputy regiment chiefs and the equivalent. Planning staff for the above positions.
1.4. Cadres having full 6 years of holding rank, expert level and equivalent; Titles, job positions as prescribed must have an intermediate level of political theory and be in the middle class (equivalent).
1.5. Political theory lecturer at the school, center has the task of training political theory.
2. Standards
- Substitute or official party members.
- College degree or higher (high school graduation or higher for cadres who are ethnic minorities or work in mountainous communes, border areas, islands, deep-lying, remote areas, ethnic minority areas) minorities, regions with extremely difficult socio-economic conditions).
- Non-focused academic staff: Female from 33 years old, male from 35 years old and above.
Advanced political theory
Pursuant to Article 6 of Regulation 57-QD/TW in 2022 on the subjects, standards and decentralization of political theory training, specific subjects and standards of advanced political theory training are:
1. Objects
1.1. Officials and civil servants
- Heads of departments (equivalent units at departmental level) at district and provincial level.
- Member level of district level or higher; provincial level members, leaders of committees, departments, branches, Vietnam Fatherland Front, socio-political organizations, provincial non-business units.
- Heads of departments (units equivalent to departmental level) or higher of departments, ministries, branches, Vietnam Fatherland Front, socio-political organizations, non-business units, Party committees directly under the Central Government; members, boards of directors, members' councils (administrators), heads of departments (equivalent units at board level) in economic groups and state-owned corporations.
- Deputy heads of departments (equivalent units at department level) at the central level.
- Deputy Head of Planning Department, Head of Division at district and provincial level. Planning for positions specified at Points b and c.
1.2. Military officers: Commander, political officer of the military command of the district; regiment commander, regimental commissar and equivalent; commanders of brigade, division, military command, provincial border guard command and the equivalent; command agencies at campaign and strategic levels; board of directors of hospitals, research institutes, presidents and directors of companies (general corporations) of enterprises under the Ministry of National Defense. Planning staff for the above positions.
1.3. Public security officers: Chiefs of sections, district-level police chiefs, regiment commanders and equivalent or higher; planning officer for the above positions. The level of deputy head of the department (equivalent) of the department (equivalent) under the Ministry of Public Security.
1.4. Cadres have full 4 years of holding rank, main expert level and equivalent; Titles and positions of employment according to regulations must have an advanced degree in political theory and be in the high-ranking ranks (equivalent).
1.5. The lecturer has full 5 years of directly teaching political theory at academies and schools with the task of training political theory.
2. Standards
- Official party member.
- Graduated from university or higher.
- Non-focused academic staff: Female from 38 years old, male from 40 years old and above.
