According to Article 4 of Decree 76/2019/ND-CP regulating attraction allowances:
Attraction Allowance
Individuals specified in Article 2 of this Decree are entitled to an attraction allowance amounting to 70% of their current salary (according to the salary scale stipulated by the competent authorities of the Communist Party and the State) plus position-based allowances and seniority-based allowances (if any) applicable to the actual working time in areas with particularly difficult socio-economic conditions for no more than 05 years (60 months).
Thus, currently, the attraction allowance for the actual working time in areas with particularly difficult socio-economic conditions for no more than 05 years (60 months) is calculated as follows:
Attraction Allowance = 70% of the Current Salary + Position-based Allowance + Seniority-based Allowance

Article 2 of Decree 76/2019/ND-CP stipulates that the following individuals are eligible for the attraction allowance:
- Officials and public employees (including trainees) in agencies, organizations, public service providers of the Communist Party, the State, and socio-political organizations from the central to commune level;
- Individuals working under labor contract policies in agencies and units of the Communist Party, the State, and socio-political organizations as regulated;
- Officers, professional military personnel, workers, national defense public employees, and contract workers receiving salaries from the state budget in the Vietnam People's Army;
- Officers, salaried non-commissioned officers, workers, and contract workers receiving salaries from the state budget in the People's Public Security;
- Individuals working in cryptographic organizations;
- Individuals working within the staffing quotas in associations receiving operational funding support from the state budget.
How is the duration for the attraction allowance in areas with particularly difficult socio-economic conditions regulated?
Article 4 of Decree 76/2019/ND-CP specifies that the attraction allowance applies to the actual working time in areas with particularly difficult socio-economic conditions for no more than 05 years (60 months).
Furthermore, Article 13 of Decree 76/2019/ND-CP stipulates the actual working time in areas with particularly difficult socio-economic conditions as a basis for calculating eligibility for various allowance and subsidy policies as follows:
- The actual working time in areas with particularly difficult socio-economic conditions is the total time worked with compulsory social insurance contributions in these areas (any interrupted time where social insurance benefits have not been received can be added together), including:
+ Time worked in agencies, organizations, and public service providers of the Communist Party, the State, and socio-political organizations;
+ Time worked in the Vietnam People's Army, the People's Public Security, and cryptographic organizations.
- The method for calculating the actual working time in areas with particularly difficult socio-economic conditions is as follows:
+ Calculated by the month:
++ For cases where 50% or more of the month's time is actually worked in areas with particularly difficult socio-economic conditions according to the working policies regulated by competent authorities, the whole month is counted;
++ For cases where less than 50% of the month's time is actually worked in these areas, the time is not counted;
++ For teachers meeting at least 50% of the standard teaching hours in the month, the whole month is counted;
++ Summer vacation periods for teachers, if the salary is received according to policies regulated by competent authorities, are counted for both the attraction allowance and professional preferential allowance.
+ Calculated by the year:
++ Less than 03 months are not counted;
++ From 03 months to 06 months is counted as 1/2 (one half) of a working year;
++ More than 06 months is counted as 01 working year.
- Periods not counted for eligibility for the allowances and subsidies stipulated in this Decree include:
+ Periods on business trips, working, or studying outside areas with particularly difficult socio-economic conditions for 01 month or more;
+ Periods of unpaid leave for 01 month or more;
+ Periods of leave receiving social insurance benefits according to social insurance laws;
+ Periods of suspension from work, detention, or custody.
