How are the new salary tables that stipulate the minimum wage for officials from July 1, 2024?
According to Resolution 27-NQ/TW of 2018, the objective set for officials, civil servants, and public employees when implementing the salary reform in 2024 is as follows:

a) For the public sector
- From 2021, to apply new uniform salary policies for officials and public employees, and armed forces across the entire political system.
- In 2021, the lowest salary for officials and public employees is equivalent to the average minimum salary of enterprises in different regions.
- To periodically raise the salary levels in line with the consumer price index, economic growth rate, and the capacity of the state budget.
- By 2025, the lowest salary for officials and public employees will be higher than the average minimum salary of enterprises in different regions.
- By 2030, the lowest salary for officials and public employees will be equal to or higher than the minimum salary of the highest region of enterprises.
When implementing the salary reform in 2024, the minimum wage for officials and public employees will be equivalent to the average minimum salary of enterprises in different regions.
The National Wage Council has voted to finalize a regional minimum wage increase of 6% for 2024, to be implemented from July 1, 2024.
When the regional minimum wage increases by 6%, the enterprise sector's salary is divided into 4 regions, projected as follows:

The average minimum salary of enterprises after a 6% increase in the regional minimum wage will be about 4.1 million VND.
Thus, the minimum salary for an official according to the new salary table will be around 4.1 million VND.
By 2025, the minimum salary for an official will be higher than the average minimum salary of enterprises in different regions (expected to be higher than 4.1 million VND).
By 2030, the minimum salary for an official will be equal to or higher than the minimum wage of the highest region of enterprises (expected to be around 4,960,000 VND or higher).
However, the minimum salary for officials from July 1, 2024, as mentioned above, is for reference only. Currently, it is still necessary to wait for official documents issued by the competent authority.

According to Resolution 27-NQ/TW of 2018, the two new salary tables applicable to officials from July 1, 2024, are as follows:
Salary Table 01: The position salary table for officials and public employees holding leadership positions (elected and appointed) within the political system from the central to communal levels.
Salary Table 02: The specialized, professional salary table according to the rank of official and professional title of public employee, applied uniformly to officials and public employees not holding leadership positions.
Currently, according to the regulations, the officials with the lowest salary are those not holding leadership positions. Therefore, when implementing the salary reform from July 1, 2024, the officials with the lowest salary are likely to fall under Salary Table 02 for those not holding leadership positions.
However, it is necessary to wait for the official document to be issued. According to Appendix IV, some specific tasks for sectors and fields for 2024 (attached to Resolution 01/QD-CP 2024), the Government of Vietnam assigns the Ministry of Home Affairs to preside over the implementation, and by May 2024 must complete the Decree stipulating the new salary policies for officials, public employees, and the armed forces.
The two new salary tables based on official job positions may be completed and issued by May 2024.
What is the current minimum salary for officials?
Currently, the lowest salary for C3 level officials is stipulated in Section 6 of the professional and specialized salary table for officials in state agencies, issued along with Decree 204/2004/ND-CP, supplemented by Point d Clause 2 Article 1 Decree 17/2013/ND-CP as follows:
- Salary grade 1: Coefficient 1.35: Salary of 2,430,000 VND/month
- Salary grade 2: Coefficient 1.53: Salary of 2,754,000 VND/month
- Salary grade 3: Coefficient 1.71: Salary of 3,078,000 VND/month
- Salary grade 4: Coefficient 1.89: Salary of 3,402,000 VND/month
- Salary grade 5: Coefficient 2.07: Salary of 3,726,000 VND/month
- Salary grade 6: Coefficient 2.25: Salary of 4,050,000 VND/month
- Salary grade 7: Coefficient 2.43: Salary of 4,374,000 VND/month
- Salary grade 8: Coefficient 2.61: Salary of 4,698,000 VND/month
- Salary grade 9: Coefficient 2.75: Salary of 4,950,000 VND/month
- Salary grade 10: Coefficient 2.97: Salary of 5,346,000 VND/month
- Salary grade 11: Coefficient 3.15: Salary of 5,670,000 VND/month
- Salary grade 12: Coefficient 3.33: Salary of 5,994,000 VND/month.
The above salary is calculated based on the current statutory pay rate of 1,800,000 VND/month (Decree 24/2023/ND-CP).
The current minimum salary for officials is 2,430,000 VND/month.
