Pursuant to Resolution 104/2023/QH15, comprehensive salary policy reform will be implemented in accordance with Resolution 27-NQ/TW 2018 from July 1, 2024.
Pursuant to point b of subsection 3.1 Section 3 of Chapter II of Resolution 27-NQ/TW 2018, the following reforms are outlined:

b) Formulate and issue a new payroll system based on job positions, titles, and leadership positions to replace the existing payroll system; transfer from the old salary to the new salary, ensuring that the new salary is not lower than the current salary received, including:

- Formulate 3 payrolls for the armed forces, including: 1 payroll applicable to military officers, police officers, and non-commissioned police officers (based on positions, titles, and military ranks or ranks); 1 payroll applicable to professional servicemen, technical police officers, and 1 payroll applicable to defense workers and police workers (maintaining the salary ratio of the armed forces compared to current administrative officials).
Therefore, starting from July 1, 2024, when implementing salary reform, there will be 3 payrolls for the armed forces, including:
- 01 payroll applicable to military officers, police officers, and non-commissioned police officers (based on positions, titles, and military ranks or ranks);
- 01 payroll applicable to professional servicemen and technical police officers;
- 01 payroll applicable to defense workers and police workers (maintaining the salary ratio of the armed forces compared to current administrative officials).
The new payrolls will be based on job positions, titles, and leadership positions, replacing the existing payroll system, and the transition from the old salary to the new salary will ensure that it is not lower than the current salary received.
Therefore, the new salary for Second lieutenants after the reform will be calculated based on the payroll applicable to professional servicemen and technical police officers, and the new salary level in this payroll will not be lower than the current salary received.
Furthermore, starting from July 1, 2024, when implementing salary reform, the expected calculation for the new salary of Second lieutenants is as follows:
Second lieutenant salary: base salary + allowances (if any) + bonuses (if any)
Where:
- The base salary accounts for approximately 70% of the total salary fund.
- Allowances account for approximately 30% of the total salary fund.
- Additional bonuses (the bonus fund is approximately 10% of the total annual salary fund, excluding allowances).

What is the current salary level for Second lieutenants in Vietnam?
The regulations regarding military ranks of professional servicemen corresponding to salary levels are stipulated in Article 4 of Circular 170/2016/TT-BQP as follows:
The corresponding salary levels for military ranks of professional servicemen
1. The military rank of Second lieutenant corresponds to a salary level with a coefficient below 3.95.
2. The military rank of Lieutenant corresponds to a salary level ranging from a coefficient of 3.95 to below 4.45.
3. The military rank of Senior lieutenant corresponds to a salary level ranging from a coefficient of 4.45 to below 4.90.
4. The military rank of Captain corresponds to a salary level ranging from a coefficient of 4.90 to below 5.30.
5. The military rank of Major corresponds to a salary level ranging from a coefficient of 5.30 to below 6.10.
6. The military rank of Lieutenant-colonel corresponds to a salary level ranging from a coefficient of 6.10 to below 6.80.
7. The military rank of Senior lieutenant-colonel corresponds to a salary level with a coefficient of 6.80 or higher.
According to the above regulations, the military rank of Second lieutenant corresponds to a salary level with a coefficient below 3.95.
According to point a, clause 2 of Article 3 of Circular 41/2023/TT-BQP, the salary level for professional servicemen is calculated as follows:
Professional servicemen salary level = 1,800,000 VND x current salary coefficient.
Therefore, Second lieutenants will have a salary ranging below 7,110,000 VND per month.
What is the age limit for active services for Second lieutenants in Vietnam?
Pursuant to Article 17 of the Law on professional servicemen and women, national defense workers and officials 2015, regulations on the duration and age limit for active services for professional servicemen are as follows:
Duration and age limit for active services for professional servicemen
1. Duration of active service during peace time:
a) At least six years since the decision to convert into a professional serviceman is issued;
b) To the end of age limit as prescribed in Clause 2, this Article;
2. Maximum age limit for active service by rank:
a) Company grade: male (52 years old), female (52 years old);
b) Major, lieutenant-colonel: male (54 years old), female (54 years old);
c) Senior lieutenant-colonel: male (56 years old), female (55 years old);
3. Professional servicemen who have high technical and professional level, adequate political and ethical credentials, good health and volunteer to join the army shall be considered for extension of age limit for active service but no more than five years.
