Based on the provisions of Clause 1, Article 2 of Joint Circular 24/2015/TTLT-BYT-BGTVT:

Health examinations for drivers are conducted at licensed medical facilities in accordance with the Law on Medical Examination and Treatment (hereinafter referred to as medical examination and treatment facilities) and must comply with the provisions of this Circular.

Additionally, Article 6 of Joint Circular 24/2015/TTLT-BYT-BGTVT was repealed by Section II of the Appendix issued together with Circular 41/2017/TT-BYT which stipulated:

Medical examination and treatment facilities conducting health examinations for drivers must meet the following requirements:

2. Facilities and equipment must comply with the requirements set forth in Appendix No. 04 issued together with this Circular.

3. The scope of professional activities must be suitable for conducting examinations and detecting medical conditions as specified in the Health Standards Table for Drivers stipulated in Clause 1, Article 3 of this Circular.

If the medical examination and treatment facility lacks EEG equipment, it is allowed to contract for technical support with another licensed medical examination and treatment facility that is authorized to perform EEG.

Thus, medical facilities meeting the requirements for conducting health examinations for automobile drivers must satisfy the following criteria:

+ Possess a license for medical examination and treatment in accordance with the Law on Medical Examination and Treatment.+ Facilities and equipment must comply with the requirements set forth in Appendix No. 04 of Joint Circular 24/2015/TTLT-BYT-BGTVT.+ The scope of professional activities must be suitable for conducting examinations and detecting medical conditions as specified in the Health Standards Table for Drivers in Clause 1, Article 3 of Joint Circular 24/2015/TTLT-BYT-BGTVT.

How are the health examination procedures for drivers carried out?

Procedures for health examinations for driver trainees are conducted according to the provisions of Article 5 of Circular 14/2013/TT-BYT as follows:

- Submit the health examination dossier at the health examination facility (KSK).- Upon receiving the KSK dossier, the KSK facility will conduct the following:

+ Verify the photo in the KSK dossier with the person arriving for the KSK;+ Affix a stamp across the photo after verification in accordance with regulations;+ Check and verify the ID card or passport.+ Guide the KSK procedure for the individual undergoing the KSK;+ The KSK facility will conduct the KSK according to the prescribed procedure.

How is the Health Examination Certificate for drivers issued?

Article 8 of Circular 14/2013/TT-BYT stipulates how the Health Examination Certificate for drivers is issued as follows:

- The Health Examination Certificate (KSK Certificate) is issued in one (01) copy to the individual who underwent the KSK. If the individual requires multiple copies of the KSK Certificate, the KSK facility shall:

+ Photocopy the KSK Certificate containing the individual's conclusion signature before stamping. The number of copies will be based on the individual's request;+ After photocopying, attach a photo, affix a stamp across the photo on the KSK Certificate photocopies, and stamp according to Clause 3, Article 7 of this Circular.

- Regarding the timeline for issuing the KSK Certificate:

+ For individual KSK: the KSK facility shall issue the KSK Certificate within 24 (twenty-four) hours from the completion of the KSK, except in cases where additional examinations or tests are required upon request of the individual conducting the KSK;+ For collective KSK under a contract: the KSK facility shall issue the KSK Certificate according to the agreement specified in the contract.

- The validity of the KSK Certificate:

+ The KSK Certificate is valid for 12 (twelve) months from the date of the health conclusion;For health examinations conducted for Vietnamese laborers working abroad under contract, the validity of the KSK Certificate shall follow the regulations of the country or territory where the Vietnamese laborer will work.

- Responsibilities of medical staff

+ Comply with Joint Circular 24/2015/TTLT-BYT-BGTVT and take legal responsibility for the health examination results for drivers conducted by their facility.+ Retain health examination records for drivers, and report on health examination activities for drivers, incorporating it into the facility's general professional activity report as required by law on statistics and reporting.
