Which group of public employees will receive the highest salary increase after the salary reform in Vietnamfrom July 1, 2024?

On November 10, 2023, the National Assembly passed Resolution 104/2023/QH15 on the state budget estimate for 2024. Accordingly, starting from July 1, 2024, a comprehensive salary policy reform will be implemented in accordance with Resolution 27-NQ/TW 2018.

In line with the spirit of implementing the salary reform outlined in Resolution 27-NQ/TW 2018, the Minister of Home Affairs stated that the salaries of public employees, especially those in the education and healthcare sectors, will be higher compared to the overall level of officials and other public employees.

This is because we are implementing a salary policy reform that is closely linked to the resolution on fundamental and comprehensive development of education, training, and healthcare. Especially, the recent COVID-19 pandemic has highlighted the need to further improve the living standards of teachers and doctors.

Therefore, during the salary reform, the Ministry of Home Affairs will coordinate with the Ministry of Education and Training and the Ministry of Health to propose adjustments and support measures to ensure that the salaries (including allowances) of teachers and doctors are increased in line with their job requirements and positions, while maintaining the overall salary level of officials and public employees and providing incentives for these two sectors.

Specifically, starting from July 1, 2024, the average salary of officials and public employees is expected to increase by about 30% (including base pay and allowances). After the implementation of the salary reform with new payrolls and higher salaries compared to the current level, officials and public employees will still receive an additional salary increase of 7% annually.

Therefore, when implementing the salary reform starting from July 1, 2024, in addition to the expected increase of around 30% in the average salary (including base pay and allowances) and the annual salary adjustments of approximately 7% from 2025 onwards, the healthcare and teaching public employees may have even higher salaries compared to the overall level of officials and other public employees.

What are allowances for educational and medical public employees in after the salary reform in Vietnam in 2024?

Pursuant to Subsection 3, Section 2 of Resolution 27-NQ/TW 2018, it is stipulated that the following allowances will be annulled:

3.1. For officials, public employees, and armed forces (in the public sector)

Pursuant to Subsection 4, Section 3 of Resolution 27-NQ/TW 2018, it is expected that the following non-salary expenses for officials and public employees will be annulled after implementing the salary reform policy:

Implement financial and budgetary measures vigorously, considering them as a breakthrough task to generate resources for salary policy reform.

- Annul non-salary expenses for officials and public employees funded by the state budget, such as meeting allowances, allowances for drafting legal documents, projects, seminars, etc. Implement lump sum salary fund tied to the goal of streamlining the workforce for agencies and units. Expand the mechanism of lump sum funding tied to task performance results. Do not link the salary level of officials and public employees to the construction, revision, and supplementation of policy and regime documents that do not have a salary nature. Study the regulations on lump sum allowances for non-salary regimes (such as vehicles, phones, etc.). Only issue new policies and regimes when resources for implementation have been arranged and balanced.

Therefore, it is expected that after implementing the salary reform policy, the allowances for educational and medical public employees will not include:

- Seniority allowances.

- Leadership position allowances.

- Hazardous and dangerous allowances.

Additionally, teachers, educational and medical public employees will also have the following expenses abolished:

- Non-salary expenses funded by the state budget, such as:

+ Meeting allowances.

+ Allowances for drafting legal documents, projects.

What are payrolls applicable to doctors working in public healthcare facilities before and after salary reform in Vietnam from July 1, 2024?

(1) Payrolls of doctors working in public healthcare facilities before salary reform:

Pursuant to the regulations in Clause 1, Article 13 of Joint Circular 10/2015/TTLT-BYT-BNV, it stipulates the salary coefficient for doctors in public healthcare facilities.

Pursuant to Clause 2, Article 3 of Decree 24/2023/ND-CP, the current statutory pay rate is 1,800,000 VND per month.

The salary calculation formula for doctors working in public healthcare facilities currently is:

Salary = Coefficient x Statutory pay rate

Therefore, the payrolls of doctors working in public healthcare facilities include:

According to the spirit of Resolution 27-NQ/TW 2018, the salary structure of public employees without leadership positions during the implementation of salary reform will include:

- Base pay (accounting for about 70% of the total salary fund);

- Allowances (accounting for about 30% of the total salary fund);

- Additional bonuses (bonus fund equivalent to about 10% of the total annual salary fund, excluding allowances).

Therefore, after implementing salary reform from July 01, 2024, the salary of doctors working in public healthcare facilities will be constructed according to the following formula:

Doctor salary = Base pay + Allowances (if any) + Bonuses (if any).

In addition, Resolution 27-NQ/TW 2018 also includes provisions for salary reform to establish 02 new payrolls for officials and public employees based on job positions, titles, and leadership positions to replace the current payroll system; converting old salaries to new salaries, ensuring that they are not lower than the current salary received, including:

- Establishing 1 payroll for leadership positions (elected and appointed) in the political system from central to commune levels.

- Establishing 1 professional payroll based on officials' ranks and public employees' professional titles applied uniformly to officials and public employees without leadership positions.

Therefore, after salary reform, 1 professional payroll based on public employees' professional titles will be established and applied uniformly to public employees without leadership positions.

*Note: As of now, there is no official specific payroll for doctors working in public healthcare facilities.
