1. Agencies, units, organizations within the political system, and Vietnamese representative bodies abroad are allowed to use the Communist Party flag in the following instances:

a) Decorating and conducting ceremonies during Communist Party activities (Party congresses, Party conferences, announcement of Party decisions for party organizations and members, awarding of Communist Party badges, Party membership admissions, Party foreign activities, state diplomatic activities, etc.).

b) Decorating hallways, meeting rooms, reception rooms, traditional rooms, and premises (inside and outside the headquarters of agencies and organizations).

c) Decorating during commemorations of major holidays, historic events, significant political-social milestones of the Party, the country, central committees, ministries, central authorities, unions, and local organizations; during the launch of patriotic competitions; groundbreaking ceremonies, inaugurations, and official announcements of major state projects, etc.

d) Decorating in worship places, memorial areas, commemorative houses of President Ho Chi Minh and leaders of the Party and State; revolutionary historical sites; cemeteries of martyrs and memorial works for martyrs, etc.

c) Other events and anniversaries as notified by local authorities, agencies, and units.
