The term large displacement vehicle currently has no definition in any document; However, large displacement vehicles are often understood as two-wheeled motorbikes with cylinder volume from 175 to cm3 and over.
Pursuant to the provisions of Clause 2, Article 16, Circular 12/2017/TT-BGTVT stipulates:
Classification of driving licenses
1. A1 class licenses issued to:
a) Persons controlling two-wheeled motorbikes with cylinder volume from 50 cm3 to less than 175 cm3;
b) Disabled controlling motor tricycles intended for the disabled.
2. A2 class licenses issued to persons controlling two-wheeled motorbikes with cylinder volume from 175 to cm3 and over and other types of vehicles intended for A1 class.

Thus, drivers of large displacement vehicles need to have a class A2 driving license.

What are the requirements for driving learners in Vietnam?
Requirements for driving learners are specified in Article 7 of Circular 12/2017/TT-BGTVT as follows:
Requirements for driving learners
1. Vietnamese citizens, foreigners who are eligible for residing, working or studying in Vietnam.
2. Minimum ages (to the time of attending the test), health and educational level as prescribed; those who apply for license upgrade may learn in advance but must be old enough to attend the test as prescribed.

In addition, Article 60 of the Law on Road Traffic 2008 stipulates:
Age and health of drivers
1. The driver age is prescribed as follows:
a/ Persons aged full 16 years or older may drive mopeds with a cylinder capacity of under 50 cm3;
b/ Persons aged full 18 years or older may drive motorcycles, three-wheeled motor vehicles with a cylinder capacity of 50 cm3 or higher and vehicles with similar structure; trucks, tractors with a mass of under 3,500 kg; passenger cars of up to 9 seats;

2. Drivers must be physically fit for the types and utilities of vehicles they drive. The Minister of Health shall assume the prime responsibility for, and coordinate with the Minister of Transport in, prescribing health standards for drivers, periodical health checks for automobile drivers, and medical establishments providing such health checks.
In Article 3 of Joint Circular 24/2015/TTLT-BYT-BGTVT, there are regulations on health standards for drivers as follows:
Health standards for drivers
1. Enclosed herewith is “The table of health standards for drivers” in Appendix 01.
2. The table of health standards for drivers as prescribed in Clause 1 of this Article does not apply to drivers of two-wheeled motorbikes with cylinder volume under 50 cm3.
Thus, there are the following conditions for drivers of large displacement vehicles to take the test to receive a driving license:
+ Vietnamese citizens, foreigners who are eligible for residing, working or studying in Vietnam.
+ Regarding age: 18 years old or older (according to Point b, Clause 1, Article 60 of the Law on Road Traffic 2008).
+ Regarding educational level: Not required.
+ Regarding health conditions: Meets health standards in Appendix 01 issued with Joint Circular 24/2015/TTLT-BYT-BGTVT.

Vietnam: What are the penalties for the operator of a two-wheeled motorcycle whose engine displacement is 175 cm3 or more who fails to have a driver’s license?
Pursuant to the provisions of Article 21 of Decree 100/2019/ND-CP amended by Clause 11, Article 2 of Decree 123/2021/ND-CP, it is stipulated:

7. A fine ranging from VND 4,000,000 to VND 5,000,000 shall be imposed upon an operator of a two-wheeled motorcycle whose engine displacement is 175 cm3 or more and three-wheeled motorcycles who commits any of the following offences:
a) Possessing a driver’s license inconsistent with the vehicle being operated;
b) Failure to have a driver’s license or using a driver’s license that is not issued by a competent authority or using a falsified driver’s license;
....
Thus, for the behavior of drivers of large displacement vehicles without an appropriate driver's license, they will be fined from 3,000,000 VND to 4,000,000 VND.
Which papers must operator of a two-wheeled motorcycle whose engine displacement is 175 cm3 or more present when inspected by traffic police in Vietnam?
Pursuant to the provisions in Point a, Clause 2, Article 12 of Circular 32/2023/TT-BCA, accordingly, operator of a two-wheeled motorcycle whose engine displacement is 175 cm3 or more must present the following documents when inspected by traffic police:
- Driving license
- Vehicle registration or certified copy of vehicle registration with the original valid receipt from the credit institution (during the time the credit institution keeps the original of the vehicle registration)
- Compulsory insurance certificate for civil liability of motor vehicle owners and other relevant necessary documents according to regulations.
Note: When the databases are connected to the electronic identification and authentication system, information about the status of documents can be determined, control will be through checking and comparing information of the documents. That document in the electronic identity account has the same value as a direct check of the document.
