- Public non-business units that cover their regular and investment expenditures independently, or cover their regular expenditures independently, along with off-budget state financial funds, can implement an autonomous salary mechanism based on operational results, similar to enterprises.
- Public non-business units partially covering their recurrent expenditures and public service providers fully funded by the state budget will apply salary policies like officials.
