On November 10, 2023, the National Assembly passed Resolution 104/2023/QH15 on the state budget estimates for 2024.
According to this resolution, regarding the implementation of salary policies, the National Assembly decided to implement comprehensive salary policy reform based on Resolution 27-NQ/TW in 2018 of the 7th Plenum of the 12th Central Executive Committee. This reform includes the adjustment of pensions, social insurance allowances, monthly allowances, preferential allowances for people with meritorious services, and some social security policies linked to the statutory pay rate.
Pursuant to Resolution 27-NQ/TW in 2018, when implementing salary reform, officials and public employees will have new payrolls established based on their positions, job titles, and leadership positions to replace the current payrolls. The transition from the old salary system to the new one must ensure that the new salary is not lower than the current one.
The three military groups that will have new payrolls applied are as follows:
- Military officers (based on their positions, job titles, and military ranks or ranks)
- Professional servicemen
- Defense workers (with their salary level compared to that of civilian officials as it is currently)
Speaking at a meeting on the first working day after the Lunar New Year holiday, the Minister of Labor, Invalids and Social Affairs stated that in 2024, comprehensive salary policy reform based on Resolution 27-NQ/TW in 2018 will be implemented. Salary reform must be accompanied by the adjustment of pension policies to ensure that retirees do not face more difficulties and disadvantages as a result of the reform.
When salary reform raises the average salary level for workers nationwide but pensions are not well adjusted, retirees will be at a disadvantage.
Therefore, if the general salary level of officials and public employees increases by 23.5%, then the pension must increase by at least 15% to maintain balance.
However, pension will not be increased for 36 units in certain sectors that no longer enjoy specific salary policies. If the new payrolls are implemented, some agencies may see a 50% reduction in their salaries.
In general, and specifically for the military groups, there is no mention of a planned 15% increase in pensions like for officials and public employees. However, currently, pensions are calculated based on the number of years of social insurance contributions and the average monthly salary used for social insurance contributions. Therefore, if the average monthly salary used for social insurance contributions increases, the pensions of the military groups will also increase.
Therefore, if the military groups have their salaries increased when implementing salary reform from July 1, 2024, the increase in the average monthly salary used for social insurance contributions will lead to an increase in their pensions as well.

Pursuant to Appendix IV, specific tasks for various sectors in 2024 (attached to Resolution 01/NQ-CP in 2024), the Ministry of Home Affairs is assigned to lead the implementation and must complete the new salary regime for officials, public employees, and armed forces by May 2024.
Therefore, according to the latest directive from the government, the new military payrolls under Resolution 27 may be completed in May 2024.
The issuance and implementation of the new decree on military salaries, as well as the 03 military payrolls under Resolution 27, will depend on the official release of the new decree for detailed guidance. However, in principle, the implementation of salary reform under Resolution 27-NQ/TW in 2018 will begin on July 1, 2024.
