Where to Register an Electronic Identity Account?

- According to the provisions in Article 14 of Decree 59/2022/ND-CP regarding the place to register an electronic identity account for Vietnamese citizens as follows:

+ For a level 1 electronic identity account: Citizens register at home through the VNeID application for citizens who already have an electronic chip-attached Citizen ID card.

+ For a level 2 electronic identity account:

++ For citizens who have been issued an electronic chip-attached Citizen ID card: Citizens go to the commune, ward, commune-level town police or the place where they apply for the Citizen ID card to carry out procedures for issuing a level 2 electronic identity account.

++ For citizens who do not have an electronic chip-attached Citizen ID card, they register for a level 2 electronic identity account simultaneously at the place where they apply for a Citizen ID card.

For foreign citizens registering for an electronic identity account:

- According to the provisions in Article 15 of Decree 59/2022/ND-CP regarding the place to register an electronic identity account for foreign citizens as follows:

+ For a level 1 electronic identity account: Foreigners register for a level 1 electronic identity account at home through the VNeID application.

+ For a level 2 electronic identity account: Foreigners register for a level 2 electronic identity account at the immigration management agency under the Ministry of Public Security or provincial police, which process electronic identity account registrations.

How Do Vietnamese Citizens Register for a Level 2 Electronic Identity Account?

According to Clause 2, Article 14 of Decree 59/2022/ND-CP, it is stipulated as follows:

Registering a level 2 electronic identity account

a) For citizens who have been issued an electronic chip-attached Citizen ID card:

Citizens go to the commune, ward, commune-level town police or the place where they apply for the Citizen ID card to carry out procedures for issuing an electronic identity account. Citizens present their electronic chip-attached Citizen ID card, provide information about their phone number or email address, and request additional information to be integrated into the electronic identity account.

Reception staff input the information provided by citizens into the electronic identification and authentication system; take a portrait photo, collect fingerprints of the citizens conducting procedures to verify with the citizen identification database, and confirm the request to create an electronic identity account.

The electronic identity management agency notifies the registration result via the VNeID application, SMS, or email.

b) The police department issues a level 2 electronic identity account simultaneously with issuing the Citizen ID card for citizens who have not been issued an electronic chip-attached Citizen ID card.

The registration process for a level 2 electronic identity account for Vietnamese citizens is carried out as follows:

- For citizens who have been issued an electronic chip-attached Citizen ID card:

Step 1: Citizens go to the commune, ward, commune-level town police or the place where they apply for the Citizen ID card to carry out procedures for issuing an electronic identity account.

Step 2: Citizens present their electronic chip-attached Citizen ID card, provide information about their phone number or email address, and request additional information to be integrated into the electronic identity account.

How Long Does It Take for Vietnamese Citizens to Get Their Electronic Identity Account?

According to Clause 1, Article 17 of Decree 59/2022/ND-CP, it is stipulated as follows:

Timeframe for processing and issuing an electronic identity account

From the day of receiving a complete and valid application as prescribed in this Decree, the police department is responsible for processing and issuing the electronic identity account within the following timeframe:

1. For Vietnamese citizens who have an electronic chip-attached Citizen ID card: No more than 1 working day for issuing a level 1 electronic identity account, no more than 3 working days for issuing a level 2 electronic identity account. For Vietnamese citizens who do not have an electronic chip-attached Citizen ID card: No more than 7 working days.

Thus, from the day of receiving a complete and valid application as prescribed, the police department is responsible for processing and issuing the electronic identity account for Vietnamese citizens within the following timeframe:

- For Vietnamese citizens who have an electronic chip-attached Citizen ID card:

+ Issuing a level 1 electronic identity account: No more than 1 working day.

+ Issuing a level 2 electronic identity account: No more than 3 working days.
