Regulations on the use of fireworks are mentioned in Clause 1, Article 17 of Decree 137/2020/ND-CP on the management and use of fireworks as follows:
Use of consumer fireworks
1. Agencies, organizations and individuals having full legal capacity may use consumer fireworks during: National holidays, Tet holiday, marriage, conventions, grand openings, anniversaries, cultural and art activities.
Point b, Clause 1, Article 3 of Decree 137/2020/ND-CP mentions:

b) Consumer fireworks are products manufactured manually or industrially which, upon mechanical, chemical, thermal or electrical impact, will emit sound, light or colorful effects without emitting explosion sound effect;
Based on the above regulations, on the occasion of Tet holiday in 2024, people may use fireworks that only emit sound, light or colorful effects without emitting explosion sound effect - collectively known as consumer fireworks.
Accordingly, the purchase of consumer fireworks must be made at organizations and enterprises eligible for manufacturing and trading consumer fireworks.
During holidays and Tet, when using fireworks, citizens need to pay attention to the following 6 principles:
- Complying with Constitutions and regulations and law of Socialist Republic of Vietnam.
- Ensuring that management and use of consumer fireworks, fireworks and pyrotechnic compositions is for the right purposes, compliant with regulations and law and environmentally friendly.
- Ensuring eligibility of individuals managing and using consumer fireworks, fireworks and pyrotechnic compositions as per the law.
- Reporting to competent authorities if consumer fireworks, fireworks, pyrotechnic compositions or if the license is missing.
- Disposing consumer fireworks, fireworks and pyrotechnic compositions that are no longer required, expire or cannot be used as per the law.
- Ensuring adequate procedures, safety and environmental protection when disposing pyrotechnics and pyrotechnic compositions as per the law.
