When Will Regular Police Officers Receive Salary Increases with the 2024 Salary Reform Under Resolution 27?
The Government of Vietnam's report on the 2023 socio-economic development plan's performance and the projected 2024 socio-economic development plan presented by Prime Minister Pham Minh Chinh at the 6th Session, 15th National Assembly, indicates: In recent years, despite the difficulties posed by the COVID-19 pandemic, the Government of Vietnam has aggressively increased revenue, saved expenses, and accumulated a salary fund of approximately 560 trillion VND to ensure sufficient resources for salary reform as per Resolution 27-NQ/TW 2018 from July 1, 2024, over three years from 2024 to 2026.
The Prime Minister of the Government of Vietnam stated that the Government of Vietnam will implement salary reform policies for the public sector as per Resolution 27-NQ/TW 2018 by the Central Committee from July 1, 2024.
Simultaneously, the Government of Vietnam will continue to adjust the regional minimum wage and salary policies for the enterprise sector according to regulations.
From 2025 onwards, salaries will continue to be adjusted to increase annually by an average of 7% for officials and public employees and the armed forces until the lowest salary is equal to or higher than the lowest salary of Region I in the enterprise sector.
According to the spirit of Resolution 27, when the salary reform is implemented from July 1, 2024, it will not reduce the salary of regular police officers compared to the current income. Moreover, from 2025, the salary of regular police officers will be increased annually by an average of 7% until the lowest salary is equal to or higher than the lowest salary of Region I in the enterprise sector.

What Factors Will the New Salary Table for Regular Police Officers Be Based On?
According to point c, section 3.1 of Section II of Resolution 27-NQ/TW 2018, the following are the components of the salary reform:

- Abolish the statutory pay rate and the current salary coefficient, establish a basic salary amount as a specific sum in the new salary table.
- Implement unified labor contract policies according to the Labor Code (or service provision contract) for those performing subordinate tasks and services (requiring below intermediate-level training), not applying the salary table of officials and public employees for these subjects.
- Determine the minimum salary level for officials and public employees in the public sector to be the level for those performing tasks requiring intermediate-level training (level 1), which should not be lower than the minimum salary of trained workers in the enterprise sector.
- Expand the salary relationship to serve as a basis for determining specific salary levels in the salary table system, gradually approaching the salary relationship of the enterprise sector in accordance with the state's resources.
- Complete policies for regular and early salary level increases for officials and public employees and the armed forces in accordance with the new salary table’s regulations.

What is the Roadmap for Implementing Salary Reform According to Resolution 27?
Resolution 27-NQ/TW 2018 sets specific goals for salary reform from 2021 to 2025 and a vision to 2030 as follows:
* For the Public Sector
- From 2021, implement new unified salary policies for officials and public employees and the armed forces across the entire political system.- In 2021, the minimum salary of officials and public employees will be equal to the average lowest salary across regions in the enterprise sector.- Periodically adjust salary levels in accordance with the consumer price index, economic growth rate, and the state budget's capability.- By 2025, the minimum salary of officials and public employees will be higher than the average lowest salary across regions in the enterprise sector.- By 2030, the minimum salary of officials and public employees will be equal to or higher than the lowest salary in the highest region of the enterprise sector.
* For the Enterprise Sector
- From 2021, the state periodically adjusts the regional minimum wage based on recommendations from the National Wage Council. Enterprises implement salary policies based on negotiations and agreements between employers, employees, and employee representatives; the state does not directly intervene in enterprise salary policies.- Manage labor and salaries in state-owned enterprises by the method of wage cost packages associated with the business and production tasks of the enterprise until 2025, and towards assigning business and production tasks of the enterprise by 2030.
