When will the official's identification number be revoked at the market surveillance authorities in Vietnam from January 20, 2024?
According to Article 5 of Circular 25/2023/TT-BCT which regulates the revocation of the official's identification number working at the market surveillance authorities from January 20, 2024:
Revocation of official's identification number
1. The official's identification number shall be revoked in the following cases:
a) The official is transferred to work at another market surveillance Agency or another agency or organization.
b) The official retires, resigns, is dismissed, or in other cases no longer works at the market surveillance authorities at all levels.
2. Within 15 working days from the date the competent authority issues a decision or confirmation document regarding the official belonging to the cases stipulated in Clause 1 of this Article, the Director-General of the market surveillance General Department shall decide to revoke the official's identification number.
3. Officials belonging to the cases stipulated in Clause 1 of this Article are not allowed to use the official's identification number from the date the decision or confirmation document of the competent authority takes effect.
The official's identification number will be revoked in the following cases:
- The official is transferred to work at another market surveillance Agency or another agency or organization.
- The official retires, resigns, is dismissed, or in other cases no longer works at the market surveillance authorities at all levels.

What is the insignia for the market surveillance in Vietnam?
According to Article 9 of Decree 33/2022/ND-CP, the regulation is as follows:

1. The market surveillance insignia is a symbol representing the position and rank in the market surveillance authorities at all levels, attached to the epaulettes of the market surveillance uniform.
2. The market surveillance insignia used for spring-summer, autumn-winter, and overcoat uniforms includes:
a) The market surveillance insignia attached on the shoulder of the shirt is trapezoidal, the narrow end is pointed and slanted, with yellow borders on three sides including the length and the pointed end (narrow end). The background of the insignia is blue-black with embossed fabric lines;
b) The button on the insignia: the narrow end of the insignia has a metal button; above the button is an embossed 5-pointed star, along the edge there is a border with 2 rice spikes, the stems of 2 rice spikes attached to a half gear shape bearing the letters "QLTT" horizontally along the curve of the half gear.
Officials holding leadership positions use gold buttons.
Officials not holding leadership positions use silver buttons;
c) The shield and pine branch symbol in metal on the insignia background:
The symbol is a shield on a round background, with the letter “DMS” stylized on the shield; the round edge has gear parts. From the round and shield symbol, the pine branches extend on both sides and upward.
Officials holding leadership positions: use shield and pine branch symbols in gold color.
Officials not holding leadership positions: use shield and pine branch symbols in silver color;
d) The star on the insignia representing the leadership position is in gold embossed metal. The star is attached in a straight line in the middle of the insignia background, between the shield, pine branch, and insignia button.
The insignia of the Director-General of the market surveillance General Department has 02 stars with a diameter of 26 mm.
The insignia of the Deputy Director-General of the market surveillance General Department has 01 star with a diameter of 26 mm.
The insignia of Division Chiefs, Department Chiefs, and equivalent positions; Heads of sections, team leaders, and equivalent positions have 02 stars with a diameter of 22 mm.
The insignia of Deputy Division Chiefs, Deputy Department Chiefs, and equivalent positions; Deputy Heads of sections, Deputy team leaders, and equivalent positions have 01 star with a diameter of 22 mm.
The insignia of officials not holding leadership positions does not have star insignias.
dd) Insignia stripes: the insignia stripe in metal is attached to the square end of the insignia background.
The insignia of departmental, divisional, and equivalent leadership positions have 02 horizontal yellow stripes.
The insignia of section, team market surveillance officers, and equivalent positions have 01 horizontal yellow stripe.
The insignia of officials not holding leadership positions has a silver stripe, including: Senior market controllers and equivalent positions have 03 horizontal stripes; Principal market controllers and equivalent positions have 02 horizontal stripes; Market controllers and equivalent positions have 01 horizontal stripe; Intermediate market controllers and equivalent positions have 01 horizontal "V" shaped stripe;
e) The insignia on the collar of the spring-summer, autumn-winter uniforms, and overcoat:
The insignia on the collar is rhombus-shaped, with a yellow border. The background of the insignia is blue-black with embossed fabric lines; in the center is the market surveillance badge in metal.
The insignia model on the collar is illustrated in Appendix I issued together with this Decree;
g) The insignia model for officials holding leadership positions and officials not holding leadership positions is illustrated in Appendix I issued together with this Decree.
3. Probationary officials are not allowed to use the insignia attached to the market surveillance uniform shoulder.
The market surveillance insignia is a symbol representing the position and rank in the market surveillance authorities at all levels, attached to the epaulettes of the market surveillance uniform.
What are the working means of the market surveillance force?
According to Article 5 of Decree 33/2022/ND-CP, the regulation on the working means of the market surveillance force is as follows:
- The working means for inspection, specialized inspection, and administrative violation handling tasks of the market surveillance force include: Officially designated vehicles according to regulations; general-purpose vehicles; specialized vehicles: transport trucks, pickup trucks, vehicles with more than 16 seats, vehicles equipped with laboratories, other specialized vehicles serving special duties; motorcycles; speedboats; walkie-talkies, measuring devices, rapid inspection devices, specialized equipment, IT equipment, electronics, office machinery, and other technical and operational equipment according to work demands and legal regulations.
- The working means of the market surveillance force are managed and used in accordance with work requirements, standards, quotas, and distribution according to the regulations of the law on the management and use of public property and the law on handling administrative violations.
Circular 25/2023/TT-BCT comes into effect from January 20, 2024.
