What are the new payrolls applicable to public employees in Vietnam from July 1, 2024?

Regarding Article 1, Clause 3 of Resolution 104/2023/QH15, comprehensive salary reform will be implemented according to Resolution 27-NQ/TW in 2018 from July 1, 2024.

In Resolution 27-NQ/TW in 2018, the following objectives are set for officials, and public employees when implementing salary reform in 2024:

(2) From 2021 to 2025 and vision until 2030
a) For the public sector:
- Starting from 2021, apply a new unified salary regime for officials, public employees, and armed forces within the entire political system.
- In 2021, the minimum salary of officials and public employees will be equal to the region-based minimum wage of the business sector.
- Periodically adjust the salary level in line with the consumer price index, economic growth rate, and the capacity of the state budget.
- By 2025, the minimum salary of officials and public employees will be higher than the region-based minimum wage of the business sector.
- By 2030, the minimum salary of officials and public employees will be equal to or higher than the highest region-based minimum wage of the business sector.

Therefore, when implementing salary reform in 2024, the minimum salary of officials and public employees will be equal to the minimum salary in the average regions of the business sector.

On December 20, 2023, the National Salary Council held a meeting to discuss and negotiate the adjustment of the regional minimum wage for 2024.

During the meeting, all members of the National Salary Council present voted to finalize the increase in the region-based minimum wage for 2024 at 6%, effective from July 1, 2024.

Accordingly, when increasing the region-based minimum wage by 6%, the business sector's salary will be divided into four estimated regions as follows:

The average minimum salary of the business sector after increasing by 6% will be around 4.1 million VND.

Therefore, the minimum salary for public employees according to the new payrolls will be around 4.1 million VND.

By 2025, the minimum salary for public employees will be higher than the average minimum salary in the business sector (estimated to be higher than 4.1 million VND).

By 2030, the minimum salary for public employees will be equal to or higher than the highest minimum salary in the business sector (estimated to be around 4,960,000 VND or higher).

However, the mentioned minimum salary for public employees from July 1, 2024 is for reference only. Currently, we still have to wait for the official document to be issued by the competent authority.

According to Appendix IV, some specific tasks for sectors and fields in 2024 (accompanying Resolution 104/2023/QH15), the Government assigned the Ministry of Home Affairs to lead the implementation. By May 2024, they must complete the Decree on the new salary regime for officials, public employees, and armed forces.

Therefore, the 02 new payrolls for public employees based on job positions can be completed and issued in May 2024.

The new payrolls for public employees from July 1, 2024, according to Resolution 27-NQ/TW in 2018, are as follows:

Payroll 01: Position-based payroll applicable to officials and public employees holding leadership positions (elected and appointed) in the political system from central to commune level.

Payroll 02: Professional payroll for officials and public employees without holding leadership positions.

Public employee salaries from July 1, 2024, will be constructed based on the following formula:

Salary = Base pay + allowances (if any) + bonuses (if any)

The salaries of public employees holding multiple positions will be constructed based on the above formula.

In addition, from July 1, 2024, public employees will receive 08 types of allowances, including the following:

(1) Multi-position allowance

(2) Extra-seniority allowance

(3) Regional allowance

(4) Profession-based allowance

(5) Mobility allowance

(6) Allowance for working in difficult special areas

(7) Allowance based on administrative unit classification

(8) Job responsibility allowance.

What is the current minimum salary for public employees in Vietnam?

Currently, the salary level for C3-category public employees is the lowest according to the provisions in Table 3 issued with Decree 204/2004/ND-CP supplemented by Clause d, Article 2, Decree 17/2013/ND-CP, specifically as follows:

Thus, the current minimum salary for C3-category public employees with a coefficient of 1.5 is 2,700,000 million VND per month.

The above salary level is calculated based on the current statutory pay rate of 1,800,000 VND (Decree 24/2023/ND-CP).
