When will 02 new allowances applicable to Vietnamese officials come into force?
The National Assembly has voted to pass the Resolution on the State Budget Estimate for 2024 on the morning of November 10th. According to the resolution, starting from July 1, 2024, a comprehensive salary policy reform will be implemented in accordance with Resolution 27-NQ/TW 2018.
According to Resolution 27-NQ/TW 2018, when implementing the salary reform in 2024, officials will have 02 new allowances:
(1) Allowances based on professions, including allowances for professional expertise, responsibility, and hazardous and dangerous conditions. This allowance applies to officials and public employees in professions and jobs with higher labor requirements than normal, and it is aligned with the appropriate preferential policies of the state (such as education and training, healthcare, courts, prosecution, civil enforcement, inspection, auditing, customs, forestry management, market management, etc.).
(2) Allowances for working in extremely difficult areas, including special allowances, attraction allowances, and long-term service allowances in economically and socially challenging regions.
However, in essence, these 02 allowances are formed from existing allowances, so they are considered "new" in name only.
According to the consensus in the Resolution on the State Budget Estimate for 2024, the salary reform policy will be implemented from July 1, 2024. Therefore, the 02 new allowances for officials under the salary reform policy can be applied from July 1, 2024. However, the specific implementation and timing of these 02 new allowances for officials under the salary reform policy will need to wait for guidance from the competent state authorities.

Based on the provisions in Article 4 of the Law on Officials 2008 amended by Clause 1, Article 1 of the Law on amendments to Law on Officials and the Law on Public Employees 2019, it can be understood:
Officials are Vietnamese citizens who are recruited and appointed to ranks, posts or titles in agencies of the Communist Party of Vietnam, the State, socio-political organizations at the central, provincial and district levels; in People’s Army agencies and units, other than officers, professional military personnel and defense workers; in People’s Police offices and units other than officers and professional non-commissioned officers, included in the payrolls and salaried from the state budget.
What are the regulations on applying 02 new salary schedules for Vietnamese officials when implementing salary reform 2024?
Based on the guidelines in Resolution 27-NQ/TW 2018, when implementing the salary reform in 2024, a new salary schedule system will be established and issued based on job positions, titles, and leadership positions, replacing the current salary schedule system. The transition from the old salary to the new salary will be carried out to ensure that the new salary is not lower than the current salary.
Accordingly, there will be 02 new salary schedules applied to officials during the salary reform in 2024:
- 01 salary schedule for leadership positions applied to officials and public employees holding leadership positions (elected and appointed) in the political system from central to commune level, based on the following principles:
+ The salary level must reflect the hierarchy in the political system; individuals holding leadership positions will receive salaries corresponding to those positions. If a person holds multiple leadership positions, they will receive the highest salary level of those positions. If two positions are equivalent, the salary level will be the same. The salary level of higher-level leaders must be higher than that of lower-level leaders.
+ Each type of equivalent leadership position will be assigned a specific salary level. There will be no classification based on ministries, sectors, departments, committees, or central-level equivalents when designing the salary schedule for leadership positions at the central level. Different salary levels for the same leadership title based on the classification of local administrative units will be implemented through allowances.
+ The classification of equivalent leadership positions in the political system for the design of the salary schedule will be decided by the Politburo after reporting to the Central Executive Committee.
- 01 specialized and professional salary schedule based on the officials' profession and the public employees' job title, applied to officials and public employees who do not hold leadership positions. Each officials' profession and public employees' job title will have multiple salary levels based on the following principles:
+ Jobs with the same level of complexity will have the same salary level. Jobs with higher labor requirements and professional incentives will be compensated through professional allowances. The grouping of officials' professions and public employees' job titles and the number of salary levels within each group will be rearranged, encouraging officials and public employees to enhance their professional skills.
+ Appointments to officials' professions or job titles must be linked to the job position and the officials' profession and public employees' job title structure implemented by the managing agency or organization.
These are the guidelines for implementing the salary reform and the new salary schedules for officials, which will be carried out according to the instructions of the competent state authorities.
