When is the time of medical check-up for conscripted Vietnamese citizens in 2024?

According to Article 40 of the Law on Military Service 2015 which stipulates the time of medical check-up for conscripted Vietnamese citizens as follows:

Pre-conscription medical check-up for conscripted citizens

1. The Chairperson of the District People's Committee decides to establish the medical check-up Board upon the proposal of the district-level health department.

2. The Chief Commander of the District Military Command issues an order to call for a medical check-up for citizens within the conscription scope; the Chief of the District Police issues an order to call for a medical check-up for citizens within the scope of joining the People's Police. The medical check-up call must be delivered to the citizen 15 days before the examination time.

3. The District medical check-up Board organizes medical check-ups for citizens within the conscription scope and those performing the obligation to join the People's Police; in necessary cases, they decide on para-clinical tests, including tests for detecting drugs and HIV; ensure accuracy and be responsible for the results of the military service medical check-up.

4. medical check-up time is from November 01 to the end of December 31 every year. The medical check-up time for citizens to enlist and fulfill the obligation to join the People’s Police for the second time according to Article 33 of this Law is decided by the Prime Minister of the Government of Vietnam.

5. Health classification results must be publicly posted at the headquarters of the Communal People's Committee, agencies, and organizations within 20 days.

Thus, the medical check-up time for individuals called to enlist for military service in 2024 is from November 01, 2023 to December 31, 2023.

In necessary cases, the Prime Minister of the Government of Vietnam will decide the medical check-up time for individuals called for the second conscription.

Who shall have conscription exempted in Vietnam?

Based on Clause 2, Article 41 of the Law on Military Service 2015:

Postponement and exemption from conscription

2. Exemption from conscription applies to the following citizens:

a) Child of a martyr, child of a first-class wounded soldier;

b) One elder or younger sibling of a martyr;

c) One child of a second-class wounded soldier; one child of a patient with an impairment of labor capacity from 81% or more; one child of a person affected by Agent Orange with an impairment of labor capacity from 81% or more;

d) Individuals engaged in crypto work who are not military or police officers;

dd) Officials and public employees, youth volunteers mobilized to work in areas with special socio-economic hardship as stipulated by law for 24 months or more.

3. Citizens eligible for postponement of conscription under Clause 1 of this Article, if the reasons for postponement no longer exist, can be called for conscription.

Citizens eligible for postponement or exemption from conscription under Clauses 1 and 2 of this Article, if they volunteer, will be considered for selection and called for conscription.

4. The list of citizens eligible for postponement or exemption from conscription must be publicly posted at the headquarters of the Communal People's Committee, agencies, and organizations within 20 days.

Thus, the following cases will be exempt from conscription in 2024:

- Child of a martyr, child of a first-class wounded soldier;

- One elder or younger sibling of a martyr;

- One child of a second-class wounded soldier; one child of a patient with an impairment of labor capacity from 81% or more; one child of a person affected by Agent Orange with an impairment of labor capacity from 81% or more;

- Individuals engaged in crypto work who are not military or police officers;

Do citizens born in 2005 have to undergo a medical check-up for the upcoming military service?

According to Article 30 of the Law on Military Service 2015:

Age for conscription

Citizens aged 18 are subject to conscription; the age for conscription ranges from 18 to 25; citizens who have received a college or university education and have had their conscription postponed are subject to conscription up to 27 years of age.

Citizens aged 18 will be eligible for conscription.

Citizens can apply the following method to determine their age:

For those having the birthdate in the format day/month/year, the age determination is as follows:

- From 18 years old: day/month/year + 18.

- Up to 25 years old: day/month/year + 26.

- Up to 27 years old: day/month/year + 28.

For example, a citizen born on January 01, 2005, will be considered 18 years old on January 01, 2023.

Thus, citizens born in 2005 will be 18 years old or older in 2024, so they will be called for a medical check-up for the conscription term in 2024.
