Pursuant to the provisions of Article 21 of the Law on Citizenship Identity 2014 stipulating the age for exchanging citizen ID cards in Vietnam is as follows:

“Article 21. Age for exchange of citizen identification cards
1. The citizen identification card must be changed when the citizen is full 25 years old, full 40 years old and full 60 years old.
2. In case a citizen ID card is issued, changed or re-issued within 2 years before the age specified in Clause 1 of this Article, it will still be valid until the next age of card change.”

Accordingly, it can be understood that the validity period of a citizen's identity card will depend on the age of the grantee. And the citizen ID will expire when the citizen reaches 3 age milestones: 25 years old, 40 years old and 60 years old.

- Citizen ID cards in Vietnam issued from full 58 years old onwards: are valid until death (except for cases where the Citizen's Identity Card is lost or damaged).

Pursuant to the provisions of Clause 1, Article 10 of Decree 144/2021/ND-CP on penalties for the use of people's identity cards, people's identity cards or citizen identification cards as follows:

“Article 10. Violations against regulations on issuance, management and use of people's identity cards, people's identity cards or citizen identification cards
1. A warning or a fine of between VND 300,000 and 500,000 shall be imposed for one of the following acts:
a) Failing to present the people's identity card, people's identity card, citizen identification card or certificate of identity card number at the request of a competent person;
b) Failing to comply with the provisions of law on issuance, exchange and re-issue of citizen identification cards;
c) Failing to return the people's identity card, people's identity card or citizen identification card to the competent authority upon the termination, deprivation of nationality, or cancellation of the decision on granting Vietnamese nationality; failing to return the people's identity card, people's identity card or citizen identification card to the custody or temporary detention order enforcement agency, the prison sentence enforcement agency, or the agency implementing the decision to send to reformatory , compulsory education establishments, compulsory detoxification establishments.”

Order and procedures for exchange and re-issuance of citizen identification cards?

Pursuant to the provisions of Clause 1, Article 23 of the Law on Citizenship 2014 stipulating that, in case the citizen ID card in Vietnam expires, it must be renewed.

Pursuant to Article 24 of the 2014 Law on Citizenship, the order and procedures for changing and re-granting a citizen ID card in Vietnam are as follows:

“Article 24. Order and procedures for exchange and re-issue of citizen identification cards
1. Follow the procedures prescribed in Clause 1, Article 22 of this Law.
2. In case the citizen's identity card is changed due to a change in information specified at Points c, d and dd, Clause 1, Article 23 of this Law, but there is no information in the national population database, the citizen shall submit a copy of the document of the competent authority on the change of this information.
3. Recover the used citizen identification card in the cases specified in Clause 1, Article 23 of this Law.”

Accordingly, when the citizen's identity card expires, the citizen will have to carry out the following procedures:

For persons who are in the People's Army or People's Public Security, present the identity card issued by the People's Army or People's Public Security together with the introduction letter of the head of the unit;

- Officials of the citizen identification management agency take photos and collect fingerprints of people who come to do the procedures;

- An officer of the citizen identification management agency shall issue an appointment letter to return the citizen identification card to the person who comes to carry out the procedures;

- Return the citizen's identity card according to the time limit and place specified in the appointment letter as prescribed in Article 26 of this Law; In case the citizen requests to return the card at another location, the citizen identification management agency shall return the card at the place requested by the citizen and the citizen must pay the delivery service fee.
