Based on Article 6 of the Regulation issued with Decision 222/QD-VKSTC 2023, it is stipulated as follows:
Citizen reception by the Chief Procurator
1. The Chief Procurator at various levels directly handles citizen reception according to the following regulations:
a) Periodically, the Chief Procurator directly receives citizens for at least 01 day each month for the following cases:
- Cases that have been resolved with legally effective documents but citizens request a review;
- Cases where citizens have repeatedly submitted petitions, revealing signs of injustice or wrongdoing, attracting public attention but have not been reviewed or resolved.
b) Urgent citizen reception in the following cases:
- Cases with severe, complicated issues involving many people, related to the responsibilities of various agencies, organizations, or units, or where opinions of agencies, organizations, or units differ;
- Cases where prompt direction, review is necessary to prevent serious consequences or the destruction of state, collective property, personal injury, or property damage, affecting security, politics, order, and social safety;
- When the Chief Procurator is absent, a Deputy Chief Procurator authorized by the Chief Procurator handles citizen reception as stipulated in this clause.

3. The cases handled after the Chief Procurator receives citizens are as follows:
a) If the case is being reviewed by units, when a resolution document is issued to citizens, they must send a copy to the Unit for Procuratorial Supervision and Resolution of Complaints and Denunciations in Judicial Activities for general tracking and management.
b) If the case has been resolved with a legally effective document but needs to be rechecked, after the review ends, the unit must report the results in writing to the Chief Procurator and send it to the Unit for Procuratorial Supervision and Resolution of Complaints and Denunciations in Judicial Activities to notify citizens.
c) The Unit for Procuratorial Supervision and Resolution of Complaints and Denunciations in Judicial Activities and related units must implement the conclusions or other directives of the Chief Procurator regarding the cases.
After the Chief Procurator receives citizens, the cases are handled as follows:

Based on Article 3 of the Regulation issued with Decision 222/QD-VKSTC 2023, it is stipulated as follows:
General regulations on citizen reception
1. The citizen reception by procuracies at various levels must comply with the Law on Citizen Reception, other relevant laws, and this Regulation.
2. The citizen reception venues of procuracies include the reception location at the procuracy’s headquarters and other locations as prescribed by the procuracy, which are responsible for citizen reception and must be publicly notified or pre-notified to those being received.
3. The Chief Procurator at various levels is responsible for:
a) Arranging a convenient location for citizen reception, ensuring the necessary physical conditions for citizens to present complaints, denunciations, petitions, and reflections. The reception location must have a signboard, posted rules, and a citizen reception schedule.
b) Assigning staff for citizen reception as prescribed by law.
4. The person receiving citizens must not promise or inform citizens of the content or settlement results that have not been officially concluded in writing.
5. The person receiving citizens must be dressed in accordance with sector regulations; when receiving complaint, denunciation petitions, and related materials or evidence, a receipt must be issued.
6. Refusing to receive citizens in the cases prescribed in Article 9 of the Law on Citizen Reception and the sector's regulations.
