(2) Send a complaint of not receiving Citizen ID card by email

People can send their complaints to the email address: dancuquocgia@mps.gov.vn and wait for the Police Department to handle the administrative management of social order.

(3) Send a complaint of not receiving Citizen ID card through the guidance hotline of the Ministry of Public Security

Previously, the hotline of Ministry of Public Security: 1900.0368 shall answer questions about citizen identification and population management.

+ Call 1900.0368 and press number 4. After that, it shall connects to the hotline of the Ministry.

Through this hotline, people can also get answers to the procedures for issuing a citizen's identity card.

What is the time limit for issuance of citizen ID card in Vietnam?

According to Article 11 of Circular 60/2021/TT-BCA, the time limit for issuance of citizen ID card is regulated as follows:

"Article 11. Time limit for processing dossiers of issuance, renewal and re-issue of Citizen ID card
1. For dossiers received by the district-level police or the police department for administrative management of social order, within 2 working days from the date of receipt of complete dossiers, they must complete processing and transfer electronic data to the National Population Data Center.
2. At the Police Department for Administrative Management of Social Order:
a) With regard to electronic data transferred by the receiving unit of the request for grant, change or re-issue of the citizen identification card of the police of the provinces and centrally-run cities, within 03 working days from the date of receipt of the application. receiving sufficient electronic data, the Director of the Police Department for administrative management of social order must complete the processing, approval and complete printing of the citizen identification card;
b) For dossiers received by the National Population Data Center, within 04 working days from the date of receipt of the dossiers, the processing, approval and complete printing of the citizen ID cards must be completed. ;
c) Within 02 working days from the date of complete printing of the citizen identification card, the citizen identification card must be delivered to the place where the procedures for issuance, replacement and re-issuance of the citizen identification card are carried out."

Thus, within a maximum period of 8 days, citizen ID card must be completed and delivered to the previous place for the people, however, during the initial implementation of the issuance of the card Citizen ID card, due to the large number of issues, the return of the Citizen ID card to people is somewhat delayed.

What is the procedure for issuance of citizen ID card in Vietnam?

According to Article 10 of Circular 60/2021/TT-BCA stipulating the order of issuance, exchange and re-issuance of citizen ID card issued by the Ministry of Public Security

"Article 10. Return of citizen identification card and results of settlement of issuance, exchange and re-issuance of citizen ID card
1. The National Population Data Center is responsible for:
a) Return the citizen ID card and update the data on the results of approval for the issuance, exchange and re-issuance of citizen ID card to the unit receiving the application of issuance, exchange and re-issuance of citizen ID card;
b) Update data on results of approval for issuance, exchange and re-issuance of citizen ID card to the National Population Database and propose to re-establish personal identification numbers (if any) according to regulations.
2. The unit that receives the request for issuance, exchange and re-issuance of citizen ID card shall:
a) Return the citizen ID card, certificate of identity card number, citizen identification number (if any).
In case citizens register to return results at the required address, they shall hand over their citizen identification card, certificate of identity card number and citizen identification number (if any) to the service providing translation services. delivery service to pay citizens.
b) Transfer the application for issuance, exchange and re-issuance of citizen ID card to the citizen identification archives where the citizen registers permanent residence as prescribed;
c) Delete the data on issuance, exchange and re-issuance of citizen ID card on the software for collecting citizen identification dossiers after 06 months from the date of receipt of dossiers for issuance, exchange and re-issuance of citizen ID card.
