What should a candidate do if they lose their ID card before the Vietnam national high school exam? Who should be notified?
Based on Clause 2, Article 14 of the Regulations on High School Graduation Exams issued under Circular 15/2020/TT-BGDDT, the provisions are as follows:

2. Be present in the examination room at the specified time stated in the Exam Notification Letter to complete the examination procedures:
a) Present the National Identification Card or Citizen ID Card (collectively referred to as the Citizen ID Card) and receive the Examination Card;
b) If there are errors in the surname, middle name, first name, date of birth, priority area, or priority subject, immediately report to the Proctor (CBCT) or the person in charge at the Exam Site for prompt correction;
c) In case of loss of the Citizen ID Card or other necessary documents, immediately report to the Head of the Exam Site for consideration and handling
Currently, there are no specific regulations on what documents to substitute in case of losing the Citizen ID Card. Therefore, if the Citizen ID Card or other necessary documents are lost, they must be reported to the Head of the Exam Site for resolution.

What regulations must candidates comply with during the Vietnam National High School Graduation Exam?
According to Clause 4, Article 14 of the Regulations on High School Graduation Exams issued under Circular 15/2020/TT-BGDDT, candidates must adhere to the following rules:
- Present the Examination Card to the Proctor (CBCT);
- Sit in the correct seat with their assigned candidate number;
- Before starting the exam, fill in the candidate number and personal information on the exam paper, answer sheets, Multiple Choice Answer Sheets, and scrap paper;
- Upon receiving the exam paper, carefully check the number of pages and print quality; if any pages are missing, torn, damaged, or smudged, report to the Proctor promptly, no later than 5 minutes from the time of receiving the exam paper;
- Not to engage in discussions, copy others' work, use unauthorized materials to complete the exam, or exhibit any fraudulent behavior causing disorder in the exam room; if any queries arise, the candidate should raise their hand to report to the Proctor and, upon approval, publicly present their concerns to the Proctor;
- Not to mark or create individual signs, only use pencils for shading ovals on the Multiple Choice Answer Sheets; only use one ink color (not red ink);
- Stop working on the exam immediately when time is up;
- Maintain the integrity of their exam papers, not allowing others to exploit them; if their exam papers are exploited or deliberately interfered with by others, report to the Proctor immediately for handling;
- When submitting essay exam papers, clearly state the number of pages submitted and sign the Acknowledgment of Submission; even if unable to complete the exam, the candidate must submit the exam paper (for essay exams) or Multiple Choice Answer Sheets (for multiple-choice exams);
- Not to leave the exam room during the entire multiple-choice exam duration; for essay exams, candidates are allowed to leave the room and exam area after 2/3 of the exam time, submitting both the exam papers and scrap paper before leaving;
- In urgent cases, candidates may leave the exam room with the Proctor’s permission and under supervision; leaving the exam room or exam area for emergency situations must be accompanied by police supervision until the end of the exam time, as decided by the Head of the Exam Site;
- Allowed to bring into the exam room: writing pens, pencils, compasses, erasers, rulers, calculators without text-editing functions and without memory cards (as specified in the annual guidance of the Ministry of Education and Training); Vietnam Geography Atlases for Geography exams (without any added markings or notations), published by Vietnam Education Publishing House; recording devices that can only capture information without playback, review, and cannot transmit or receive information, sound, or images directly without additional support devices;
- Prohibited from bringing into the exam room: carbon paper, correction fluid, alcoholic beverages; weapons and explosive, flammable substances; documents, communication devices, or information storage devices that can be exploited for cheating during the exam and marking process.
Criteria for Recognizing High School Graduation
Based on Article 43 of the Regulations on High School Graduation Exams issued under Circular 15/2020/TT-BGDDT, the regulations are as follows:
Recognition of High School Graduation
1. Candidates who meet all the conditions for taking the exam, are not disciplined with test result cancellation, achieve above 1.0 in all exam papers and components of the composite exam for graduation consideration, and have a Graduation Score (ĐXTN) of 5.0 or higher on a 10-point scale will be recognized as high school graduates.
2. Candidates who meet the conditions for taking the exam and are exempt from all exam papers for graduation consideration according to Article 36 of these Regulations will be recognized as high school graduates.
Thus, apart from candidates exempted from all exam papers for graduation consideration under Article 36 of the Regulations on High School Graduation Exams issued under Circular 15/2020/TT-BGDDT, a candidate will be recognized as a high school graduate if they:
- Meet the conditions for taking the exam,
- Are not disciplined with test result cancellation,
- Achieve above 1.0 in all exam papers and components of the composite exam for graduation consideration, and have a Graduation Score (ĐXTN) of 5.0 or higher.
