+ Providing technical support, consulting technology solutions; developing software for: receiving demands, personalizing cards, checking cards, etc.; building a card database, connecting with the Ministry of Home Affairs' electronic portal.
- Assign the Department of Officials and Public Employees to take the lead in:
+ Monitoring and urging the implementation of this Decision.
+ Urging the update of the national database on officials and public employees, ensuring it is "Correct - Sufficient - Clean - Live" to serve as the basis for extracting information to serve the personalization and printing of electronic officials and public employees cards.
- Assign the Inspectorate of the Ministry to take the lead in:
+ Inspecting and checking the management, use, and policy of wearing electronic cards and regular cards for officials and public employees of the Ministries, sectors, and localities.

In Clause 1, Article 2 Decision 838/QD-BNV 2023 on general regulations for officials and public employees cards as follows:
- The electronic officials and public employees card is a card with an electronic device (RFID chip), containing basic personal information as well as information related to the workplace, position, title, and job position of the officials and public employees.
The card is issued to officials and public employees in state administrative agencies and public service providers for use in public service activities, performing tasks; entering and exiting, traveling, presenting, controlling working hours in agencies and offices, supporting the streamlining of paper records, etc. Depending on the need, officials and public employees can use other conveniences of the card to facilitate their daily lives and activities, exploiting public services, etc.; thereby promoting the modernization of offices, enhancing the sense of responsibility, public service communication culture of officials and public employees, increasing the effectiveness of state management of officials, public services, administrative reform; digital transformation, gradually forming digital officials and public employees, building digital Government of Vietnam, digital authority, smart cities.
- Information printed on the card and stored in the chip is extracted from the national database on officials and public employees in state agencies.
- The Ministry of Home Affairs uniformly manages the technical standards of card blanks and the electronic card database; the Ministries, sectors, and localities manage the card blanks, electronic cards (including card retrieval, card locking), and organize the printing of card blanks; personalize and print cards to serve the issuance and exchange of cards for officials and public employees within their scope of authority.
- Depending on management needs, technical requirements, and the level of office modernization, the Ministries, sectors, and localities select technical regulations in this Decision and other relevant regulations to apply to subjects such as employees, non-specialized activists at the communal level, and other subjects; expand the features and functions of electronic cards (integrating with banking services cards, integrating social insurance cards, health insurance cards, controlling entry and exit of agencies, electronic timekeeping, etc.) appropriate to the actual situation.

- National emblem, logo: The national emblem is color-printed according to regulations (mandatory for administrative units) or logo, symbol for other units.
- The name of the managing agency/organization: The name of the ministry/provincial level and equivalent agency or the superior agency of the entity directly using the card.
- The name of the employing agency/unit: The name of the agency, organization, or unit directly using the officials and public employees (working unit).
- Personal information: Portrait photo (as prescribed); full name; position, title, job position of the officials and public employees.
- Chip symbol: To distinguish the electronic officials and public employees card (chip card) from regular officials and public employees card.

+ Full name: Maximum length of 25 characters, in Vietnamese;
+ Date of birth: Maximum length of 10 characters, in DD/MM/YYYY format (day/month/year);
+ Gender: Maximum length of 3 characters, in Vietnamese;
+ Citizen identity card number: Maximum length of 12 characters, numeric format;
+ Code of the employing agency (working unit): Maximum length of 9 characters, alphanumeric format.
