The minimum training qualification of teachers: a bachelor’s degree or higher in Special Education, or meeting the standards for training qualifications for early education and general education teachers, along with a professional teaching certificate in inclusive education or a professional certificate in special education as stipulated by the Ministry of Education and Training.

Therefore, teachers at the Center for Inclusive Education Development for Students with Disabilities must have a bachelor’s degree or higher in special education or meet the training qualification standards for early education and general education teachers, along with a professional teaching certificate in inclusive education or a professional certificate in special education.

Based on Clause 2, Article 23 of the Regulation promulgated together with Circular 20/2022/TT-BGDDT, the duties of teachers at the Center for Inclusive Education Development for Students with Disabilities are as follows:

- Implement early detection, educational needs assessment, and early educational intervention;- Support inclusive education;- Teach and educate students with disabilities at the Center according to the set goals, content, program, and plan;- Participate in professional activities;- Take responsibility for the quality and effectiveness of education, suitable to the specific conditions of the Center;- Follow the decisions of the Center's director; be subject to inspection by educational management levels as stipulated; follow the Center's internal regulations and other regulations of this Regulation;- Follow the Code of Ethics for Teachers as stipulated by the Ministry of Education and Training;- Actively and proactively self-improve professional capacity and skills; perform self-evaluation according to the professional standards for teachers as stipulated.

Additionally, Clause 3, Article 23 of the Regulation promulgated together with Circular 20/2022/TT-BGDDT stipulates the rights of teachers at the Center for Inclusive Education Development for Students with Disabilities as follows:

- Participate in training courses to improve professional and vocational qualifications;- Enjoy all welfare benefits, both material and spiritual, and health care, receive salaries and allowances according to the regulations for teachers in schools and classes for people with disabilities;- Be facilitated to fulfill teaching tasks and participate in other professional activities of the Center; participate in meetings on commendation, rewards, discipline, and resolution of issues related to assigned tasks.

What are the rights of students with disabilities studying at the Center?

According to Clause 1, Article 25 of the Regulation promulgated together with Circular 20/2022/TT-BGDDT:

Learners at the Center are students receiving early educational intervention according to an approved plan, students with disabilities studying at the Center through specialized education methods, and learners participating in any learning, training programs registered at the Center.

Students with disabilities studying at the Center will follow specialized education methods.

According to Clause 2, Article 25 of the Regulation promulgated together with Circular 20/2022/TT-BGDDT, the duties of learners at the Center are as follows:

- Fully meet the learning and practice requirements stipulated by the Center;- Fully comply with the Center's internal regulations and this Regulation; maintain and protect the Center's properties;- Respect the management staff, teachers, and employees of the Center; exhibit behavior and language appropriate to the ethics and culture of the community; wear neat and polite outfits suitable for their age and conducive to learning and activities at the Center.

Additionally, Clause 3, Article 25 of the Regulation promulgated together with Circular 20/2022/TT-BGDDT stipulates the rights of learners at the Center as follows:

- Be respected and treated equally; be provided with full information about learning and training;- Choose suitable learning content and forms according to the learner's and the Center's conditions; be facilitated for continual support when transitioning between educational institutions;- Have their legitimate rights protected directly or through their legal representatives; participate in giving feedback on issues related to teaching and educational activities of the Center.

Do employees working at the Center have to meet the same standard qualifications as public general education institutions?

Based on Clause 1, Article 24 of the Regulation promulgated together with Circular 20/2022/TT-BGDDT:

1. Standards for professional titles and training qualifications

Standards for professional titles and training qualifications of employees: library staff; equipment; information technology; accountants; treasurers; clerks; healthcare staff; special education support staff; educational staff are applied according to the current regulations corresponding to those positions at public general educational institutions.

2. Kitchen staff for Centers with boarding students, cleaning staff, and security staff: The Center's director can sign contracts according to legal regulations to perform tasks with the permission of the competent authorities.

The standards for professional titles and training qualifications of employees: library staff, equipment, information technology, accountants, treasurers, clerks, healthcare staff, special education support staff, educational staff are applied according to the current regulations corresponding to those positions at public general educational institutions.

Circular 20/2022/TT-BGDDT will be effective from February 20, 2023.
