What is VNeID? Who are the individuals and non-person entities eligible to be granted access to VNeID accounts in Vietnam?
Pursuant to Decree 59/2022/ND-CP stipulating electronic identification and authentication. In Clause 12, Article 3 of Decree 59/2022/ND-CP, the definition of VNeID is as follows:
“VNelD” refers to an application available on digital devices; “dinhdanhdientu.gov.vn”, “vneid.gov.vn” refers to an e-identification webpage created and developed by the Ministry of Public Security to enable access to e-identification and e-authentication services during the process of handling of administrative procedures, public administrative services and other transactions in cyberspace; help promote facilities and amenities necessary for agencies, entities and individuals.
Accordingly, VNeID can be understood as an application created and developed by the Ministry of Public Security and used on digital devices. The main purposes of VNeID include:
- Serve the activities of e-identification and e-authentication services during the process of handling of administrative procedures, public administrative services and other transactions in cyberspace;
- Help promote facilities and amenities necessary for agencies, entities and individuals
Pursuant to the provisions of Article 11 of Decree 59/2022/ND-CP, the subjects that are granted VNeID accounts include:
(1) Vietnamese citizen
- Vietnamese citizens who are 14 years of age or older;
- Vietnamese citizens who are under 14 years of age or wards may share the same eID accounts with their parents or guardians
(2) Foreigners
- Foreigners aged 14 years or older who enter in Vietnam;
- Foreigners who are under 14 years of age or wards may share the same eID accounts with their parents or guardians.
(3) Agencies, organizations
Agencies or non-person entities that are founded or successfully register their operation in Vietnam.

What is the difference between VNeID accounts level 1 and level 2 of Vietnamese citizens?
According to the provisions of Article 12 of Decree 59/2022/ND-CP, electronic identification accounts of Vietnamese citizens are divided into two types: Level 1 and Level 2.
Specifically, the distinction between two types of electronic identity accounts is made according to the following table:

What are the regulations of terms and conditions of access to eID accounts in Vietnam?
Pursuant to Article 6 of Decree 59/2022/ND-CP on terms and conditions of access to eID accounts must comply with the following provisions:
- Using the eID account for performing illegal acts and transactions; infringing upon national security, defense, national interest, public interest, legitimate rights and interests of natural and legal persons shall be prohibited.
- Any unauthorized interference with the electronic identification and authentication system shall be prohibited.
