What is the Vietnamese identity card format from July 1, 2024?

Recently, the Ministry of Public Security has completed the draft Circular on the identity card format for feedback from agencies, organizations, and individuals. The identity card format has the following specifications:

- Both sides of the identity cards have a green pattern in the middle, transitioning from yellow to blue. The front side of the card includes: the administrative map of Vietnam, a drum, and traditional decorative patterns. The back side of the identity cards includes: decorative patterns combined with images of lotus flowers and interwoven diagonal lines.

- The national emblem and the citizen's photo are directly printed in color on the identity cards.

- The colors of the information on the identity cards are as follows:

+ The text "CỘNG HÒA XÃ HỘI CHỦ NGHĨA VIỆT NAM; Độc lập - Tự do - Hạnh phúc; SOCIALIST REPUBLIC OF VIET NAM; Independence - Freedom - Happiness; Identity Card"; the chip symbol; Personal identification number/No; Surname, given names; Date of birth; Sex; Nationality; Place of Residence; Place of birthday registration; Date of expiry; Date, month, year of issuance; MINISTRY OF PUBLIC SECURITY in blue.

+ The text "CĂN CƯỚC"; the emblem of the issuing authority in red.

+ Identification number; information of the cardholder; date of expiry; date of issuance; MRZ line, QR code in black.

- The QR code has a size of 11mm x 11mm, including the following information: Surname, given names, personal identification number of the head of the household, father, mother, spouse, children; 9-digit national identification number of the cardholder (if applicable); canceled personal identification number (if applicable).

What is the content of information displayed on Vietnamese identity cards?

Pursuant to to the draft Circular, it specifies two formats of identity cards issued to citizens aged 6 and above, and identity cards issued to citizens aged 0-6. Specifically:

- The proposed format for citizens aged 0-6: The front side will not have a photo on the identity card, and it will include the following information:

From top to bottom, from left to right: The national emblem of the Socialist Republic of Vietnam, with a diameter of 12mm; SOCIALIST REPUBLIC OF VIET NAM; Independence - Freedom - Happiness; CĂN CƯỚC/Identity Card; Personal identification number/No; Surname, given names; Date of birth; Sex; Nationality; Date of expiry

- Identity card format for citizens aged 6 and above: The front side of the identity cards includes the following information:

+ On the left side, from top to bottom: The national emblem of the Socialist Republic of Vietnam, with a diameter of 12mm; a photo of the cardholder with a size of 20 x 30mm; Date of expiry.

+ On the right side, from top to bottom: SOCIALIST REPUBLIC OF VIET NAM; Independence - Freedom - Happiness; CĂN CƯỚC/Identity Card; Personal identification number/No; Surname, given names; Date of birth; Sex; Nationality

- The back side of the identity cards applies to both models and includes the following information:

From top to bottom, from left to right: Place of Residence; Place of birth registration; Chip; Date, month, year of issuance; QR code; MINISTRY OF PUBLIC SECURITY; Encrypted information storage section 03 MRZ line.

What are the cases where Vietnamese citizens need to replace their identity cards?

Pursuant to the provisions of Clause 1, Article 24 of the Law on Identification 2023, it is clearly stated as follows:

Cases of replacement and re-issuance of identity cards
1. An ID card is replaced in the following cases:
a) Cases specified in Clause 1 Article 21 of this Law.
b) Information about family name, middle name, first name and date of birth is changed or corrected;
c) Identity information is changed; information about portrait photo and fingerprints is added; gender re-assignment or transition is carried out according to regulations of law;
d) There is incorrect information on the identity card;
dd) The card holder makes request when information on the ID card is changed due to arrangement of administrative units;
e) Personal identification number is reset up;
g) The card holder makes request.

Thus, an ID card is replaced in the following cases:

- A Vietnamese citizen issued with an ID card shall carry out procedures for replacement of the card when he/she reaches from 14 years of age, 25 years of age, 40 years of age and 60 years of age

Note: An ID card which is issued, replaced or re-issued within 2 years before a citizen reaches the age shall remain valid until he/she reaches the subsequent age eligible for card replacement

- Information about family name, middle name, first name and date of birth is changed or corrected;

- Identity information is changed; information about portrait photo and fingerprints is added; gender re-assignment or transition is carried out according to regulations of law;

- There is incorrect information on the identity card;

- The card holder makes request when information on the ID card is changed due to arrangement of administrative units;

- Personal identification number is reset up;

- The card holder makes request.

The Law on Identification 2023 comes into force from July 1, 2024, except for cases specified in Article 46, Clause 3 of the Law on Identification 2023.

Currently, the draft Circular on the Regulation of Identity Card Format and the Format of Identity Card Certificate has been published on the Ministry of Public Security's official website for citizens, organizations, and agencies to provide feedback for a period of 60 days, starting from February 7.

If there are no changes, the draft Circular on the Regulation of Identity Card Format will be implemented on July 1 2024
