What is the Vietnam National Sports Federation?
Pursuant to Clause 1, Article 70 of the 2006 Law on Physical Training and Sports as follows:
A national sports federation is a socio-professional organization for one or several sports, and is admitted to the corresponding international sports federation.
Specifically, in Section 1 Chapter I of Joint Circular 01/1998/TTLT-TCCP-TDTT as follows:
The National Sports Federation is a social organization for a sport (or group of sports), established by the decision of the Prime Minister and under the State management of the Sports And Physical Training Committee. The National Sports Federation brings together members and member organizations throughout the country; organizes and operates according to the Charter recognized by competent authorities and the principles of voluntariness and self-governance; take responsibility for all their activities. The National Gymnastics Federation has legal status, being the sole representative of the sport in the country and in the International And Regional Sports Organization respectively.

What are the rights and obligations of Vietnam national sports federations?
Pursuant to Article 71 of the 2006 Law on Physical Training and Sports (supplemented by Point b, Clause 29, Article 1 of the Law on amendments to Law on Physical Training and Sports 2018 and Clause 5 of this Article amended by Point a, Clause 29, Article 1 of the Law on amendments to Law on Physical Training and Sports 2018) as follows:
- To rally, unite and urge their members to participate in the development of their respective sports in the country.
- To propagate the benefits and effects of sports they are in charge of.
- To recommend and propose to competent state agencies mechanisms and policies for the development of sports they are in charge of.
- To mobilize all resources for the development of sports they are in charge of; to conduct sports business and service activities in accordance with law.
- Operational costs associated with tasks assigned by the State shall be funded by the State as prescribed in the Law on State Budget.
- To receive donations and contributions of domestic and foreign organizations and individuals and manage and use them in accordance with law.
- To organize and manage national and international sports tournaments in Vietnam according to their competence.
- To manage athletes, coaches and referees of sports they are in charge of; to appoint sports athletes and teams to participate in international competitions.
- To formulate plans and programs on the development of professional sports activities in sports they are in charge of and organize the implementation, management and administration of these plans and programs after they are approved by the Committee for Physical Training and Sports.
- To provide professional guidance for branch and local socio-professional sports organizations.
- To recognize sports competition achievements, grades of sports athletes, coaches and referees.
- To recognize facilities and equipment that meet standards for high-achievement sports tournaments.
What are the regulations on formatting and dissolving a Vietnam national sports federation?
Pursuant to Section 1 Chapter II of Joint Circular 01/1998/TTLT-TCCP-TDTT, there are provisions on formatting and dissolving a Vietnam national sports federation as follows:
- Formation of the Federation
+ The Physical Training and Sports Committee shall make a decision to establish a Campaign Committee to format the Vietnam National Sports Federation under the development needs of each sport.
+ Guide the Campaign Committee to develop drafts: submissions to the Prime Minister, charters, operation programs and other documents according to current state regulations for the Campaign Committee to complete and submit to the Prime Minister.
+ Express opinions to the Prime Minister on allowing the establishment of the Federation.
+ After the Prime Minister's decision to authorize the establishment of the National Sports Federation, direct the Federation to conduct the Congress on the principle of voluntary democracy, ensuring the leadership of the Party and the compliance with the law of the State.
- Dissolution of the Federation
+ Self-dissolution:
When a Federation applies for permission to dissolve, the Physical Education and Sports Committee shall consider the following documents: Minutes of meetings of the Executive Committee, summary reports of activities, reports of financial settlements on the basis of which proposals to the Prime Minister for the dissolution of the Federation.
+ Forced dissolution:
The Prime Minister shall require the dissolution in case the National Sports Federation operates ineffectively for a long time or there are violations of the law with serious consequences.
++ When being permitted for dissolution, the Physical Training and Sports Committee shall guide and supervise the implementation of self-dissolution, or forced dissolution.
