Pursuant to Clause 2, Article 8 of Circular 09/2021/TT-BCA stipulates as follows:
People's Public Security of Vietnam Warrant Inspection Certificate
1. The People's Public Security of Vietnam order inspection certificate shall be used according to Form No. 01 issued together with this Circular by the Department of Party Work and Political Work, printing and issuing billets at the proposal of the Command, Military and Martial Arts Department of the Department of Party Work and Political Work.
2. The People's Public Security of Vietnam order inspection certificate has a shelf life of 05 years. In case from the time of issuance of the Warrant Inspection Certificate to the time of full retirement age under the regime but not full 05 years, the People's Public Security of Vietnam Warrant Inspection Certificate shall be issued with a validity period until the date of retirement waiting for retirement under the regime.
Thus, according to the provisions of the People's Public Security of Vietnam Warrant Inspection Certificate, it has a shelf life of 05 years.
In case from the time of issuance of the Warrant Inspection Certificate to the time of full retirement age under the regime but not full 05 years, the People's Public Security of Vietnam Warrant Inspection Certificate shall be issued with a validity period until the date of retirement waiting for retirement under the regime.

What is the dossier of application for a new Vietnam People's Public Security Vietnam Warrant Inspection Certificate?
Pursuant to Point a, Clause 2, Article 9 of Circular 09/2021/TT-BCA stipulates as follows:
Competence, subjects and dossiers of issuance of People's Public Security of Vietnam order inspection certificates
1. Competence and subjects of new issuance, renewal and reissuance of inspection certificates of People's Public Security of Vietnam orders
a) Leaders of the Ministry of Public Security in charge of party work and political work shall sign new, exchange and reissue certificates of inspection of People's Public Security of Vietnam orders to the director and deputy director of the Department of Party work and political work in charge of command, military and martial arts;
b) The Director of the Department of Party Work and Political Affairs shall sign a new, renewed and reissued Certificate of Inspection of the People's Public Security of Vietnam Order to the leaders and officers of the Command, Military and Martial Arts Department of the Department of Party Work and Political Work;
c) Heads of police of units and localities shall sign new, exchange and reissue certificates of inspection of People's Public Security of Vietnam orders to full-time officers doing the inspection of People's Public Security of Vietnam orders of their units and localities.
2. Dossiers of renewal, renewal and reissuance of inspection certificates of People's Public Security of Vietnam orders
a) A new grant dossier, including:
The letter of request of the cadre management unit enclosed with the officer's extract form according to Form No. 05 issued together with this Circular;
The decision on mobilization or written assignment of the task of inspecting the specialized People's Public Security of Vietnam order of the head of the competent unit;
03 (three) photos of size 2cm x 3cm, portrait style with blue photo background, wearing autumn-winter costumes, wearing a headdress.
b) Dossier of renewal or reissuance
Warrant inspection certificates are exchanged or reissued upon expiry date, lost, damaged, appointed leaders, commanders, promoted to ranks;
Dossiers of exchange and reissuance shall comply with the provisions of Point a, Clause 2 of this Article. In case the inspection certificate is lost or damaged, it shall be accompanied by a report stating the reasons for loss or failure certified by the head of the unit.
3. The time for issuance of a People's Public Security of Vietnam Warrant Inspection Certificate is 10 working days from the date of receipt of a complete dossier of application for renewal, renewal or reissuance.
Thus, according to the provisions on the dossier of application for a new one, the People's Public Security of Vietnam Order Inspection Certificate includes:
- The letter of request of the cadre management unit accompanied by the officer's extract form according to Form No. 05 issued together with Circular 09/2021/TT-BCA.
- The decision on mobilization or written assignment of the task of inspecting the specialized People's Public Security of Vietnam order of the head of the competent unit.
- 03 (three) photos of 2cm x 3cm, blue background portraits, wearing autumn-winter costumes, helmets.
How to use, manage and revoke the Vietnam People's Public Security Command Inspection Certificate in accordance with regulations?
Pursuant to Article 10 of Circular 09/2021/TT-BCA stipulating the use, management and revocation of the People's Public Security of Vietnam Order Inspection Certificate as follows:
- The People's Public Security of Vietnam Warrant Inspection Certificate shall only be used when performing the task of checking and investigating the People's Public Security of Vietnam Order.
- The inspection certificate of the People's Public Security of Vietnam must be managed and used for the right purposes; may not produce, store, buy, sell, counterfeit, give, lend, pledge or mortgage the People's Public Security of Vietnam Warrant Inspection Certificate.
- Annually or irregularly, police units and localities shall inspect the management and use of warrant inspection certificates in their units and localities and report to the Ministry (through the Department of Party Work and Political Work) annually or irregularly inspects the management and use of the Police Order Inspection Certificate of units and localities.
- When an officer in charge of inspecting the order of retirement, resignation, transfer of branches, transfer to another field of work or not assigned the task of checking the investigation of the People's Public Security of Vietnam order, the Certificate of Inspection of the People's Public Security of Vietnam Order has been issued to the unit directly managing the cadre to revoke the 1/3 of the upper corner, to the left of the People's Public Security of Vietnam Warrant Inspection Certificate and keep records as prescribed.
