Section 1 of Plan 274/KH-TLD 2022 clearly states the goals and requirements for organizing activities for 2023 Workers' Month of Vietnam as follows:
Purpose
- To widely propagate within the trade union system and the entire society about the position, role, and contributions of the Vietnamese working class to the revolutionary cause, especially during the period of accelerating industrialization and modernization of the country. This aims to strengthen the faith and pride of the working class, and enhance the relationship between members, workers, public employees, and laborers (CNVCLĐ) with the Trade Union organization, contributing to building a strong Vietnam Trade Union organization.
- To motivate members, CNVCLĐ, especially the workforce in various types of enterprises, to strive to overcome difficulties, work creatively, and contribute to the development of each enterprise, maintaining macroeconomic stability, promoting the country's economic growth, and bringing the XIII Party Congress Resolution to life.
- Through the activities of Workers' Month, to better perform the work of representing, taking care of, and protecting the legitimate and lawful rights and interests of members and workers, creating more concern from party committees, authorities, the political system, employers, and the entire society for the working class.
Requirements
- Organize activities for Workers' Month in connection with the Action Month for Occupational Safety and Health 2023; celebrate the 137th International Labor Day May 1, widely, practically, effectively, with high action orientation, focusing on the grassroots level, directly addressing the concerns and pressing issues of workers, and suitable to the actual situation of the sector, locality, and the schedule for organizing trade union congresses at all levels; concurrently attracting a large number of members, CNVCLĐ to participate.
- The standing committee, executive committee of trade unions at all levels should proactively advise the party committees, party organizations, equivalent-level authorities, and employers to implement activities for Workers' Month and the Action Month for Occupational Safety and Health 2023 to ensure practicality and effectiveness; creating faith and care from the entire society for the trade union organization and its members, CNVCLĐ.
When did the Secretariat of the Central Committee of the Communist Party decide to designate May as Workers' Month annually?
According to Notice 77-TB/TW 2012, it is clearly stated the conclusion of the Secretariat of the Central Committee of the Communist Party on organizing "Workers' Month" as follows:
1- Agree in principle to designate May annually as "Workers' Month" and basically concur with the content proposed by the Vietnam General Confederation of Labor to organize activities during "Workers' Month," with the aim of caring for and protecting the legitimate and lawful rights and interests of workers, public employees, and laborers; building harmonious, stable, and progressive labor relations in enterprises; enhancing the leadership of party committees at all levels, improving the responsibility of all-level authorities in caring for the Vietnamese working class during the period of accelerating industrialization and modernization of the country.
2- The Vietnam General Confederation of Labor, based on the actual situation, guides the annual organization of "Workers' Month," with the principle of grassroots orientation, ensuring practicality, efficiency, and economy, suitable to the living and working conditions of workers, public employees, and laborers; focusing on propagating the Party's lines, State policies, and laws, addressing the difficulties and pressing issues of workers, public employees, and laborers, effectively caring for and protecting the legitimate and lawful rights and interests of workers, public employees, and laborers.
3- Party committees at all levels, authorities, the Vietnam Fatherland Front, and socio-political organizations should coordinate with the Vietnam General Confederation of Labor to successfully organize activities during "Workers' Month."
4- The Central Committee for Mass Mobilization should preside, cooperate with the Central Office of the Communist Party and the Communist Party delegation of the Vietnam General Confederation of Labor to monitor, urge the implementation of "Workers' Month" and report to the Secretariat as prescribed.
Thus, at the meeting on February 14, 2012, after hearing the Vietnam General Confederation of Labor report on organizing "Workers' Month" and trade union activities in May - "Workers' Month," the Secretariat of the Central Committee of the Communist Party decided to designate May annually as Workers' Month.
