Principles for awarding the People's Artist Title in Vietnam
Pursuant to Article 4 of Decree 61/2024/ND-CP, the principles for awarding the People's Artist title in Vietnam are as follows:
- Implement according to the provisions at points a, b, and c, clause 2, Article 5 of the Law on Emulation and Commendation 2022, specifically:
Principles of Emulation and Commendation
....
2. The rewards shall be carried out according to the following principles:
a) Accurate, public, transparent, fair, and prompt;
b) Consistent between the form, recipient of the reward, and the merits and achievements attained;
c) One form of reward can be granted multiple times to one individual; no multiple rewards for one achievement; reward merits coincide with achievements;
- The councils at all levels may only submit cases that meet the conditions, standards, procedures, and dossiers as stipulated in Decree 61/2024/ND-CP to higher authorities for consideration.
- Do not award the titles "People's Artist" and "Meritorious Artist" to co-authors of musical works or photographic works.
Thus, the above are the principles for awarding the People's Artist title.
Criteria for Awarding the People's Artist Title in Vietnam
According to Article 7 of Decree 61/2024/ND-CP, the criteria for awarding the People's Artist title in Vietnam are as follows:
(1) Be loyal to the Nation; comply well with the guidelines of the Communist Party, policies, and laws of the State; the regulations, rules, and procedures of the agency, organization, or locality.
(2) Possess good moral character, be exemplary in life, dedicated to the profession; have outstanding artistic talent in the type, field, or occupation of culture and art being honored; have professional prestige; have made many contributions to the Vietnamese revolutionary cause, recognized and admired by colleagues and the public.
(3) Have a consistent or cumulative professional career in culture and the arts for at least 20 years, or at least 15 years in circus arts or dance.
(4) Have been awarded the title "Meritorious Artist" and subsequently continue to meet one of the following criteria:
- Have at least 02 national Gold Awards, including 01 individual national Gold Award.
The conversion of individual or collective Gold Awards for film works, programs, performances, or acts to personal achievements follows the provisions of Appendix II attached to Decree 61/2024/ND-CP.
International awards for individuals or for film works, programs, performances, or acts must be evaluated and converted in writing by the Ministry of Culture, Sports, and Tourism's professional body as a basis for individual achievement calculations per the provisions of Appendix II attached to Decree 61/2024/ND-CP.
- If there is no 01 individual national Gold Award, the individual must have at least 03 converted national Gold Awards as per the provisions in Appendix II attached to Decree 61/2024/ND-CP.
Gold Awards for individual or collective film works, programs, performances, or acts are converted to personal achievements according to the provisions in Appendix II attached to Decree 61/2024/ND-CP.
International awards for music or photographic works must be evaluated and converted in writing by the Ministry of Culture, Sports, and Tourism's professional body as a basis for individual achievement calculations per the provisions of Appendix II attached to Decree 61/2024/ND-CP.
- Have at least 02 national Gold Awards for musical works or photographic works.
The conversion of national Gold Awards for musical works or photographic works follows the ratio specified in Appendix II attached to Decree 61/2024/ND-CP.
International awards for musical or photographic works must be evaluated and converted in writing by the Ministry of Culture, Sports, and Tourism's professional body as a basis for individual achievement calculations per the provisions of Appendix II attached to Decree 61/2024/ND-CP.
- Have outstanding contributions and exceptional artistic talent, even if not meeting the criteria specified in points a or b, clause 4, Article 7 of Decree 61/2024/ND-CP, but discussed and agreed upon by the councils at all levels to submit to the Prime Minister of the Government of Vietnam for consideration and decision in one of the following specific cases:
+ Individuals who are elderly according to the provisions of Article 2 of the Law on Elderly 2009; having an additional 10 years of professional artistic activities compared to the provision in clause 3, Article 7 of Decree 61/2024/ND-CP; with numerous outstandingly typical contributions in the type, field, or honorific art form, especially during the years of the resistance wars for national liberation;
+ Individuals with an additional 10 years of professional artistic activities compared to the provision in clause 3, Article 7 of Decree 61/2024/ND-CP; with numerous outstandingly typical contributions in the type, field, or honorific art form; still actively participating in professional art performances, serving political tasks at provincial, city, ministerial, and national levels;
+ Individuals with professional artistic activities extended by an additional 10 years compared to the provision in clause 3, Article 7 of Decree 61/2024/ND-CP; with numerous outstandingly typical contributions in the type, field, or honorific art form; still actively participating in professional art performances in the types of symphonic music, ballet, and opera;
+ Individuals who are teachers or lecturers at professional cultural and art training schools; have directly trained 03 students who won Gold medals at national or international art competitions (international awards of students evaluated and confirmed in writing by the Ministry of Culture, Sports, and Tourism's professional body as the basis for teachers and lecturers’ achievement calculations); currently still actively participating in professional art performances with numerous outstandingly typical contributions in the type, field, or honorific art form; or have an additional 10 years of professional artistic activities compared to the provision in clause 3, Article 7 of Decree 61/2024/ND-CP; with numerous outstandingly typical contributions in the type, field, or honorific art form; still actively participating in professional art performances, serving political tasks at provincial, city, ministerial, and national levels.
These are the criteria for awarding the People's Artist title as stipulated in the decree.
