What are the rights and obligations of Individuals Holding the Title of Artist of Merit in Vietnam?
Pursuant to Article 6 of Decree 61/2024/ND-CP, the rights and obligations of individuals awarded the title of Artist of Merit in Vietnam include:
- The individual will receive the Badge, Certificate of Recognition from the President, a monetary reward, and other benefits as provided by law.
- The individual has the obligation to preserve the awarded items; continue to creatively work in culture and arts to produce many valuable films, programs, performances, acts, and works that serve the people.
What are the Criteria for Considering the Title of Artist of Merit in Vietnam?
Based on Article 8 of Decree 61/2024/ND-CP, the criteria for considering the title of Artist of Merit in Vietnam are as follows:
(1) Loyal to the Nation; well adhering to the directives of the Communist Party, policies, and laws of the State; the charter, regulations, and policies of the agency, organization, and locality.
(2) Having good moral character, exemplary in life, dedicated to the profession; possessing outstanding artistic talent in the recognized field of culture and arts; having professional reputation; possessing the spirit of serving the people, recognized and admired by colleagues and the people.
(3) Continuously or cumulatively engaged in professional cultural and artistic activities for 15 years or more, or 10 years or more for circus and dance arts.
(4) Meeting one of the following criteria:
- Having at least 02 national Gold awards, including 01 individual national Gold award.
+ Domestic Gold award of individuals or of films, programs, performances, and acts are converted to count personal achievements as per the regulations in Appendix II attached to Decree 61/2024/ND-CP.
+ International awards of individuals or of films, programs, performances, and acts considered by the professional cultural and artistic agency of the Ministry of Culture, Sports, and Tourism, with documents converted to serve as a basis for personal achievement, as provided in Appendix II attached to Decree 61/2024/ND-CP.
- Having at least 01 individual national Gold award and 02 national Silver awards.
+ Domestic Gold award of individuals or of films, programs, performances, and acts are converted to count personal achievements as per the regulations in Appendix II attached to Decree 61/2024/ND-CP.
+ International awards of individuals or of films, programs, performances, and acts considered by the professional cultural and artistic agency of the Ministry of Culture, Sports, and Tourism, with documents converted to serve as a basis for personal achievement, as provided in Appendix II attached to Decree 61/2024/ND-CP.
+ The conversion rate of national Silver awards of individuals or of films, programs, performances, and acts is calculated similarly to the conversion rate of national Gold awards.
- In the absence of an individual national Gold award, having at least 03 national Gold awards converted to individuals, as per the regulations in Appendix II attached to Decree 61/2024/ND-CP.
+ Domestic Gold award of individuals or of films, programs, performances, and acts are converted to count personal achievements as per the regulations in Appendix II attached to Decree 61/2024/ND-CP.
+ International awards of individuals or of films, programs, performances, and acts considered by the professional cultural and artistic agency of the Ministry of Culture, Sports, and Tourism, with documents converted to serve as a basis for personal achievement, as provided in Appendix II attached to Decree 61/2024/ND-CP.
- Having at least 02 national Gold awards for musical or photographic works.
+ Domestic Gold award of musical or photographic works are converted as per the ratios stipulated in Appendix II attached to Decree 61/2024/ND-CP.
+ International awards for musical or photographic works considered by the professional cultural and artistic agency of the Ministry of Culture, Sports, and Tourism, with documents converted to serve as a basis for personal achievement, as provided in Appendix II attached to Decree 61/2024/ND-CP.
- Having outstanding contributions, distinct artistic talent that does not meet the criteria under point a, b, or c of clause 4, Article 8 of Decree 61/2024/ND-CP but is discussed and unanimously approved by the Council at all levels, and submitted to the Prime Minister of Vietnam for consideration and decision in one of the specific following cases:
+ Individuals who are elderly according to Article 2 of the Law on the Elderly 2009; having additional 10 years of professional artistic activity compared to the stipulation in clause 3, Article 8 Decree 61/2024/ND-CP; making many outstanding contributions in the recognized fields of artistic work, especially during the resistance war for independence;
+ Individuals having additional 10 years of professional artistic activity compared to the stipulation in clause 3, Article 8 Decree 61/2024/ND-CP; making many outstanding contributions in the recognized fields of artistic work, and still actively participating in professional artistic performances serving provincial, city, ministerial, and national political activities;
+ Individuals having additional 10 years of professional artistic activity compared to the stipulation in clause 3, Article 8 Decree 61/2024/ND-CP; making many outstanding contributions in the recognized fields of artistic work, and still actively participating in professional artistic performances in symphony, ballet, opera;
+ Individuals who are teachers or lecturers at professional cultural and artistic training schools; directly training 03 students, including at least 02 students winning Gold and 01 student winning Silver at national and international art competitions (International awards of students considered by the professional agency of the Ministry of Culture, Sports, and Tourism, with confirmation documents to serve as a basis for the teacher's or lecturer's achievements calculation), still actively participating in professional artistic performances, and making many outstanding contributions in the recognized fields of artistic work, or having additional 10 years of professional artistic activity compared to the stipulation in clause 3, Article 8 Decree 61/2024/ND-CP, making many outstanding contributions in the recognized fields of artistic work, still actively participating in professional artistic performances, serving provincial, city, ministerial, and national political activities.
