What is the tap water price in Ho Chi Minh City? What is the method for calculating the latest domestic water bill in Ho Chi Minh City in 2023?
Under Article 1 of Decision 25/2019/QD-UBND, the tap water price in Ho Chi Minh City is specified as follows:
Accordingly, the tap water price in Ho Chi Minh City in 2022 includes:
(1) For residential households:
- Water usage norm from 0 to 4m3/person/month: 6,700 VND/m3
- Water usage norm from 4m3 to 6m3/person/month: 12,900 VND/m3
- Water usage norm over 6m3/person/month: 14,400 VND/m3
(2) For poor and near-poor households:
- Water usage norm from 0 to 4m3/person/month: 6,300 VND/m3
- Water usage norm from 4m3 to 6m3/person/month: 12,900 VND/m3
- Water usage norm over 6m3/person/month: 14,400 VND/m3
Currently, there has been no change in the domestic water price in Ho Chi Minh City. Therefore, the current domestic water price in Ho Chi Minh City still applies according to the domestic water price in Ho Chi Minh City in 2022 mentioned above.
The method for calculating the latest domestic water bill in Ho Chi Minh City in 2023:
For example: Residential household A consumes 40m3 of water per month.
The selling price of tap water will be calculated according to the following milestones:
- Water usage norm from 0 to 4m3/person/month: VND 6,700 x 4 = VND 26,800.
- Water usage norm from 4m3 to 6m3/person/month: VND 12,900 x 2 = VND 25,800.
- Water usage norm from 6m3/person/month: VND 14,400 x 34 = VND 489,600.
=> How to calculate tap water charges for household A in Ho Chi Minh City HCMC consumes 40m3 of water/month = 26,800 + 25,800 + 489,600 = 542,200 VND/month.
*Note: The above unit price does not include value-added tax and environmental protection fee. Therefore, the total water bill that households need to pay will be calculated according to the formula: Original water price + 5% value-added tax + 10% environmental protection fee.
Who are the tap water users in Ho Chi Minh City?
Under the provisions of Article 2 of Decision 25/2019/QD-UBND amended by Article 1 of Decision 02/2022/QD-UBND, regulations on domestic water users in Ho Chi Minh City include the following:
(1) Residential households include:
- Households use water for domestic purposes.
- Residential areas, apartments, worker's residences, residences and dormitories; social establishments, medical treatment and detoxification establishments under the Department of Labor, War Invalids and Social Affairs and the city's volunteer youth forces use water for domestic purposes.
(2) Poor households and near-poor households are households in the city (based on the permanent residence book or temporary residence book) that have certificates of poor households or near-poor households issued by competent state agencies.
In addition, the tap water usage norm is determined on the number of permanent and long-term temporary residents based on the permanent residence book, temporary residence book or personal identification number.
In case students and employees rent houses to live (without permanent residence in Ho Chi Minh City) with or without a rental contract, the domestic water norm shall be granted based on the temporary residence certificate of the residence registration agency.
Each member of the household can only subscribe to the norm at one water meter subscription. In case many households use the same water meter, the norm of common usage demographics shall be calculated for customers in the name of water meter subscribers.
Which agency has the power for valuation of tap water for domestic purposes in Vietnam?
Under the provisions of Clause 4, Article 8 of Decree 177/2013/ND-CP amended by Clause 7, Article 1 of Decree 149/2016/ND-CP on the power and responsibility for valuation of the Provincial People's Committee as follows:

4. People’s Committees of provinces shall specify:
a) Prices of different types of land;
b) Rental of land or water surface;
c) Prices of forests including production forests, protection and special use forests under the public ownership represented by the State as owner;
d) The rental or hire-purchase price of social houses and public houses invested by the state budget; selling price or rental of houses owned by the State as prescribed by law on housing;
dd) Price of tap water;
e) Leasing price of State property leased as infrastructure works invested from the local government budget;
g) Prices of public products and services and public career services, services under the order or assignment of the local government using local government budget according to laws;
h) Specific prices of public irrigation products and services under the management of local governments; measuring and mapping services in cases where a competent authority allocates or leases out land or permits the transfer of use purpose of homestead land of which there is no cadastral maps with coordianates; services involving the selling area at markets and parking services invested by the state budget;
i) Maximum price of services involving roadway under the management of local governments for business; ferry services invested by non-state budget capitals, under the management of local governments; services involving the selling area at markets and parking services invested by non-state budget capital; domestic solid waste treatment services invested by the state budget; domestic waste collection and transport services invested by the state budget;
k) Price bracket for ferry services on highways invested by the state budget under the management of the local governments; port or station services (including services involving piers, wharves, mooring buoys and container loading and unloading and towage services in seaport area) under the management of local governments; services involving ports, stations (including ports, inland wharves; fishing ports) invested by the state budget capitals and managed by local government;
l) Rate of price and freight subsidies on goods on the list of goods eligible for price and freight subsidies paid by local and central government budget; the rate of retailing price or price bracket of goods with price and freight subsidies; the price for the supply of essential goods and services on the list of goods eligible for price subsidies for people in mountainous, remote and isolated areas and islands;
m) Prices of other goods and services according to provisions of specialized laws.
Thus, based on the above regulations, the Provincial People's Committee has the power for valuation of tap water for domestic purposes in Vietnam.
