What is the specialized database of the Ministry of Home Affairs?
Based on the provisions of Clause 1, Article 3 of the Regulations issued together with Circular 14/2023/TT-BNV, the specialized database of the Ministry of Home Affairs is a collection of digitized data of specialized information of the Ministry of Home Affairs built and managed by the Ministry of Home Affairs, and assigned to data management agencies of the Ministry of Home Affairs at ministries, central authorities, provinces, and centrally-run cities for management, use, and delegation to agencies and units under the management of ministries, central authorities, and local authorities.

What are the principles for updating, connecting, exploiting, and managing the specialized database of the Ministry of Home Affairs?
Based on the provisions of Article 4 of the Regulations issued together with Circular 14/2023/TT-BNV, the principles for updating, connecting, exploiting, and managing the specialized database of the Ministry of Home Affairs are as follows:
- The specialized database of the Ministry of Home Affairs is centrally managed from the central level to ministries, central authorities, and local authorities; ensuring unity in direction and administration, maximizing resource concentration, shortening the time for collecting, editing, and updating information for the specialized database of the Ministry of Home Affairs in agencies and units.
- The work of updating and managing the specialized database of the Ministry of Home Affairs is the responsibility of the relevant agencies and units, carried out uniformly, continuously, synchronously, scientifically, reflecting fully, accurately, promptly the information of the fields under the state management function of the Ministry of Home Affairs. The updating of the database ensures the principle that data is only collected from one source, once, non-redundant, and shared back to relevant information systems for data exploitation.
- The specialized database of the Ministry of Home Affairs is shared to serve the activities of state agencies towards serving the people and businesses in compliance with the law on creating, managing, and using data.
- Agencies and units that are connected, shared, and exploited with the specialized database of the Ministry of Home Affairs must ensure the conditions of information system infrastructure, connection model, data structure, security, safety, and information confidentiality as prescribed by law.
- The specialized database of the Ministry of Home Affairs is stored, secured, ensuring information safety. The construction, management, exploitation, and use of the specialized database of the Ministry of Home Affairs must comply with the Government of Vietnam's electronic architecture and the Ministry of Home Affair's electronic architecture, regulations on data management, connection, and sharing among state agencies, and other relevant legal provisions.
What are the regulations for exploiting and using information in the specialized database of the Ministry of Home Affairs?
Based on the provisions of Article 9 of the Regulations issued together with Circular 14/2023/TT-BNV, the regulations for exploiting and using information in the specialized database of the Ministry of Home Affairs are as follows:
- Information in the specialized database of the Ministry of Home Affairs is used uniformly nationwide, with legal validity in the management of the Ministry of Home Affairs.
- The form of exploiting and using information in the specialized database of the Ministry of Home Affairs is carried out through issued accounts or through the data integration and sharing platform.
- The use of information in the specialized database of the Ministry of Home Affairs must comply with legal provisions on data ownership and personal information safety.
- The managing agencies and subordinate agencies and units are allowed to exploit and use information within their management scope; issuing internal regulations on managing, using, and exploiting data, specifying management responsibilities and using information from user accounts; receiving and handling feedback, complaints about data within their management authority.
- Agencies, organizations, and individuals outside the Ministry of Home Affairs who need to use information from the specialized database of the Ministry of Home Affairs shall comply with legal provisions on access to information.
- For information related to the Ministry of Public Security and the Ministry of National Defense, the updating, exploiting, and using of information must comply with regulations on national defense and security information confidentiality as prescribed by law.
Circular 14/2023/TT-BNV takes effect from October 16, 2023.
