What is the process of assessment according to professional standards for teachers of general education institutions in Vietnam?

Pursuant to Article 10 of the Regulation on professional standards for teachers of general education institutions promulgated together with Circular 20/2018/TT-BGDDT, stipulating the process of assessment of teachers of general education institutions as follows:

Process of assessment and classification of results of assessment according to professional standards for teachers
1. The process of assessment
a) The teachers shall carry out self-assessment according to professional standards for teachers
b) The general education institutions shall collect opinions from colleagues of teachers subject to assessment according to the professional standards of teachers in the professional group.
c) The heads of the general education institutions shall access and notify the results of assessment of teachers according to the results of self-assessment, opinions of colleagues and actual performance of duties via authentic and appropriate evidences.
2. Classification of the results of assessment
a) Excellent: All criteria shall reach good level or higher; in which, at least 2/3 of the criteria shall reach the excellent level. In particular, the criteria in Article 5 of this Regulation shall reach the excellent level;
b) Good: All criteria shall reach qualified level or higher; in which, at least 2/3 of the criteria shall reach the good level or higher. In particular, the criteria in Article 5 of this Regulation shall reach the good level or higher;
c) Qualified: All criteria shall reach qualified level or higher;
d) Unqualified: One of the criteria is not satisfied because the requirements for that qualification level are not fully satisfied.

Accordingly, the process of assessment according to professional standards for teachers:

Step 1: The teachers shall carry out self-assessment according to professional standards for teachers

Step 2: The general education institutions shall collect opinions from colleagues of teachers subject to assessment according to the professional standards of teachers in the professional group.

Step 3: The heads of the general education institutions shall access and notify the results of assessment of teachers according to the results of self-assessment, opinions of colleagues and actual performance of duties via authentic and appropriate evidences.

What is the process for selecting key teachers of general education institutions in Vietnam?

In Clause 2, Article 12 of the Regulation on professional standards for teachers of general education institutions promulgated together with Circular 20/2018/TT-BGDDT, stipulating the process of selecting teachers of lower secondary education institutions is as follows: :

Key teachers of general education institutions
1. Standards of selection for key teachers of general education institutions
a) Be a teacher at a general education institution with at least 5 years experience in direct teaching at the education same level up to the time of selection;
b) Be assessed at good level or higher according to professional standards for teachers, in which the criteria in Article 5 of this Regulation must reach the excellent level;
c) Be capable of designing and taking demo lessons; organizing seminars, workshops, refresher training in methods and techniques for teaching, education, innovation in professional activities and refresher training for colleagues in the school or other local schools for the purpose of reference and study;
d) Be capable of using foreign languages, applying information technology, operating and using technological equipment for teaching and education, developing digital learning materials, carrying out refresher training for teachers;
e) Have aspiration to become a key teacher of a general education institution.
In case the number of teachers who satisfy the conditions specified at Points a, b, c, d, e, Clause 1 of this Article is greater than the number imposed by the superior management agency, prioritize the selection of key teachers according to the following standards: having qualifications above the training standards; being assessed at good level according to the professional standards for teachers; being recognized as excellent teachers at the provincial level or having excellent achievements in teaching and education; having scientific and technical research products, innovative solutions in teaching and education that are recognized and widely used in school and in province.
2. The process of selection for key teachers of general education institutions
a) The general education institution shall select, propose the key teachers and reports to the superior management agency;
b) The head of the Education and Training Division shall select and approve key teachers according to his/her competence; report to the Department of Education and Training;
c) The Director of Department of Education and Training shall select and approve the list of key teachers according to his/her competence; report to the Ministry of Education and Training upon request.

Thus, the process of selection for key teachers of general education institutions as follows:

Step 1: The general education institution shall select, propose the key teachers and reports to the superior management agency;

Step 2: The head of the Education and Training Division shall select and approve key teachers according to his/her competence; report to the Department of Education and Training;

Step 3: The Director of Department of Education and Training shall select and approve the list of key teachers according to his/her competence; report to the Ministry of Education and Training upon request.
