What is the schedule for holding the Hue Festival 2024? What are the programs and activities in the Hue Festival 2024?

On November 22, 2023, the provincial People's Committee issued Plan 386/KH-UBND on holding the Hue Festival 2024 in association with the orientation of the Four Seasons Festival to organize a series of festive activities throughout the year to honor and promote the unique values of Hue culture and Vietnamese culture, exploit the strengths of scenic spots, types of festivals, spiritual tourism, and attract tourists; at the same time, contribute to promoting socio-economic development so that Thua Thien Hue becomes a typical Festival City of Vietnam.

According to Plan 386/KH-UBND on holding the Hue Festival 2024 in association with the orientation of the Four Seasons Festival, the plan for organizing the key programs and activities of Hue Festival 2024 is specified as follows:

- Theme: "Cultural Heritage with Integration and Development"

- Time: Hue Festival 2024 will be held with continuous activities, lasting throughout the year, starting with the Opening Program – Ban 2 Soc Ceremony on January 1, 2024 and ending with the Countdown Program on December 31, 2024 with the highlight of Hue Festival Week 2024 that will take place from June 7 to 12, 2024.

+ Spring Festival “Xuân Cố đô” (January - March):

The Spring Festival spans the first 3 months of the year, including royal festivals, traditional festivals, and specific folk festivals, with the highlight being the opening program of Hue Festival - Four Seasons Festival 2024 and Ban Soc ceremony and many extremely rich royal and folk Tet activities, unique with Tet customs, traditional Tet cultural spaces, along with spring entertainment activities of the ancient Hue Capital combined with the celebration of Thua Thien Hue Liberation Day.

+ Summer Festival "Kinh thành tỏa sáng" (April - June):

The Summer Festival will take Hue Festival Week 2024 with the theme "Cultural heritage with integration and development" which will take place from June 7 to 12, 2024 as a highlight.

+ Autumn Festival "Huế vào thu" (July – September):

With the highlight of activities: Mid-Autumn Festival fun such as Hue International Lantern Festival 2024 combined with activities of display, installation, lantern procession, lion dance performance...

+ Winter Festival "Mùa Đông xứ Huế" (October – December):

The Hue Winter Festival will organize several new festive activities to make the winter atmosphere of Hue more vibrant and warm, and at the same time create various types of entertainment for visitors to enjoy during their stay in Hue's Ancient Capital with the highlight of International Music Week and Countdown Program to welcome the New Year.

Thus, Hue Festival 2024 is organized in the direction of four seasons:

- Spring Festival (January - March), including royal Tet activities, traditional Tet cultural spaces, and folk festivals.

- Summer Festival (April - June) with the highlight of Hue International Art Festival Week.

- Autumn Festival (July – September), focusing on the Mid-Autumn Festival with Hue Lantern Festival, combining activities of a street lion-dragon dance performance...

- Winter Festival (October – December) with the highlight of Hue Music Week and ending with the Countdown program to welcome the New Year 2025.

What are the principles for organizing festivals in Vietnam?

Under Article 5 of Decree 110/2018/ND-CP, the principles for organizing festivals in Vietnam include:

- Festivals are organized to educate the people about patriotism, national pride and “Uống nước nhớ nguồn” (“When drinking water, think of its source”) ethics, honor predecessors, historical figures and those who have made significant contribution to the development of the country; disseminate historical, cultural and architectural values of monuments/sites and traditional values of festivals.

- Festivals must be organized in a formal, practical and effective manner and in conformity with the scope and activities of festivals; organize traditional festivals based on historical or cultural significance; reduce the frequency of traditional festivals.

- Rites of festivals must be performed in a solemn and traditional manner. The rites that are violent, offensive and against Vietnamese people’s love for peace and humanity.

- People are educated in a manner that adopts good behaviors, attitudes and awareness; halt the trend in pursuing material and personal gains.

- Measures must be adopted to protect monuments/sites and scenic landscapes and ensuring security, public order, fire prevention and environmental protection.

- Festivals must not be organized in a manner that serves self-interest and group interest; do not force organizations and individuals to offer contributions for festival organization.

- The use of state budget should be restricted and private sector involvement in organizing festivals should be increased; practice thrift and fight against wastefulness.

Thus, the festival organization must meet the above principles to promote cultural and educational values, contributing to protecting heritage and promoting tourism development in Vietnam.

What are the rights and responsibilities of festival attendees in Vietnam?

Under Article 6 of Decree 110/2018/ND-CP, the rights and responsibilities of festival attendees in Vietnam are specified as follows:

(1) A festival attendee has the right to:

- Show his/her respect for predecessors and historical figures, and for ethical, cultural, spiritual and religious values;

-Show his/her desire that good luck is brought to him/her, his/her family and homeland;

- Engage in cultural activities and pursue spiritual values.

(2) A festival attendee has the following responsibilities:

- Strictly comply with regulations of law, and rules for adoption of civilized lifestyle during a festival;

- Behave properly during a festival; wear clothes that are appropriate to Vietnam's fine traditions and customs; do not use bad language and insult spirituality, which badly affects solemn atmosphere of a festival;

- Burn incense and votive papers in designated places; do not push or bump against others; protect the environment;

- Do not organize or engage in superstition-related activities, illegal gambling and other violations of law.

- Do not engage in profitable money exchange within monuments/sites and festivals;

- In addition to complying with Points a, b, c, d and dd Clause 2 of Article 6 of Decree 110/2018/ND-CP, officials and workers must comply with the following regulations: do not attend festivals during office hours; do not use state-owned vehicles and state-owned equipment (or rent vehicles) to attend festivals (except for members of the organizing committee or persons assigned to perform duties).

Thus, festival attendees must exercise rights and perform responsibilities to contribute to organizingcivilized, safe, and effective festivals.
