Based on Appendix I attached to Decree 61/2024/ND-CP dated June 6, 2024, of the Government of Vietnam, the form for the Report on the process of awarding the title "People's Artist" of the Council is specified as follows:

What are the rights and obligations of individuals awarded the title of Artist of Merit in Vietnam?
According to Article 6 of Decree 61/2024/ND-CP, the rights and obligations of individuals awarded the title of Artist of Merit include:
- Individuals receive a Badge, Certificate from the President, a monetary award, and enjoy other rights as prescribed by law.
- Individuals are obliged to preserve the award materials; continue to creatively work in culture and the arts to produce valuable films, programs, plays, performances, cultural and artistic works serving the People.
What are the criteria for awarding the title of Artist of Merit in Vietnam?
According to Article 8 of Decree 61/2024/ND-CP, the criteria for awarding the title of Artist of Merit include the following standards:
The title of "Artist of Merit" is awarded to individuals specified in Clause 2, Article 2 of Decree 61/2024/ND-CP who meet the following standards:
(1) Loyalty to the Fatherland; adhering to the guidelines of the Communist Party, policies, and laws of the State; rules, regulations of agencies, organizations, and localities.
(2) Having good moral character, being exemplary in life, dedicated to the profession; having outstanding artistic talent in the field, industry, or profession of culture and arts being honored; having professional reputation; having a spirit of serving the people, recognized and loved by colleagues and the public.
(3) Having continuous or cumulative professional activity in the field of culture and arts for 15 years or more, or 10 years or more for circus and dance arts.
(4) Meeting one of the following criteria:
- Having at least 02 national Gold awards, of which at least 01 national Gold award is individual.
Individual or film, program, play, performance Gold awards can be converted to personal achievements according to Appendix II attached to Decree 61/2024/ND-CP.
International awards of individuals or films, programs, plays, performances are considered by the professional cultural and artistic agency of the Ministry of Culture, Sports and Tourism, with written conversion for personal achievement evaluation according to Appendix II attached to Decree 61/2024/ND-CP.
- Having at least 01 national Gold award and 02 national Silver awards, of which at least 01 national Gold award is individual.
Individual or film, program, play, performance Gold awards can be converted to personal achievements according to Appendix II attached to Decree 61/2024/ND-CP.
International awards of individuals or films, programs, plays, performances are considered by the professional cultural and artistic agency of the Ministry of Culture, Sports and Tourism, with written conversion for personal achievement evaluation according to Appendix II attached to Decree 61/2024/ND-CP.
The conversion rate for national Silver awards of individuals or films, programs, plays, performances is calculated similarly to national Gold awards.
- In cases without 01 national Gold award being individual, there must be at least 03 national Gold awards converted for individual according to Appendix II attached to Decree 61/2024/ND-CP.
Individual or film, program, play, performance Gold awards can be converted to personal achievements according to Appendix II attached to Decree 61/2024/ND-CP.
International awards of individuals or films, programs, plays, performances are considered by the professional cultural and artistic agency of the Ministry of Culture, Sports and Tourism, with written conversion for personal achievement evaluation according to Appendix II attached to Decree 61/2024/ND-CP.
- Having at least 02 national Gold awards for musical works or photographs.
Gold awards for musical works or photographs can be converted according to the ratio specified in Appendix II attached to Decree 61/2024/ND-CP.
International awards for musical works or photographs are considered by the professional cultural and artistic agency of the Ministry of Culture, Sports and Tourism, with written conversion for personal achievement evaluation according to Appendix II attached to Decree 61/2024/ND-CP.
- Having outstanding contributions or exceptional artistic talent, not meeting the criteria according to points a, b, or c clause 4 Article 8 of Decree 61/2024/ND-CP but discussed and agreed upon by the Council at all levels and proposed to the Prime Minister for consideration and decision in one of the following specific cases:
Individuals who are elderly according to Article 2 of the Elderly Law 2009; having additional 10 years of professional artistic activity compared to the regulations in clause 3 Article 8 of Decree 61/2024/ND-CP; having many outstanding contributions in the honored field, particularly during the years of the national resistance;
Individuals having additional 10 years of professional artistic activity compared to the regulations in clause 3 Article 8 of Decree 61/2024/ND-CP; having many outstanding contributions in the honored field; currently actively participating in professional artistic activities, serving political missions at provincial, city, ministerial, and national levels;
Individuals having additional 10 years of professional artistic activity compared to the regulations in clause 3 Article 8 of Decree 61/2024/ND-CP; having many outstanding contributions in the honored field; currently actively participating in professional artistic activities in symphonic chamber music, ballet, opera;
Individuals who are teachers, lecturers at professional cultural and artistic training institutions; directly training from 03 students, of which at least 02 students won Gold awards and 01 student won a Silver award at national or international art competitions (International awards of students are considered by the professional agency of the Ministry of Culture, Sports and Tourism, with written confirmation for teachers, lecturers), currently actively participating in professional artistic activities and having many outstanding contributions in the honored field or having additional 10 years of professional artistic activity compared to the regulations in clause 3 Article 8 of Decree 61/2024/ND-CP; having many outstanding contributions in the honored field, currently actively participating in professional artistic activities, serving political missions at provincial, city, ministerial, and national levels.
