What is the salary of a Grade II pre-university teacher in Vietnam from January 15, 2024?
Based on the provisions of Article 9 of Circular 22/2023/TT-BGDĐT prescribing the salary classification for pre-university teachers as follows:
Salary Classification
1. Public employees appointed to the professional titles of pre-university teachers stipulated in this Circular are applied to the corresponding salary scale issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, by the Government of Vietnam on salary policies for officials and public employees and armed forces. Specifically:
a) The professional title of Grade III pre-university teacher (code v.07.07.19) is applied with the salary coefficient of public employee type A1, from the salary coefficient 2.34 to the salary coefficient 4.98;
b) The professional title of Grade II pre-university teacher (code v.07.07.18) is applied with the salary coefficient of public employee type A2 (group A2.2), from the salary coefficient 4.00 to the salary coefficient 6.38;
c) The professional title of Grade I pre-university teacher (code v.07.07.17) is applied with the salary coefficient of public employee type A2 (group A2.1), from the salary coefficient 4.40 to the salary coefficient 6.78.
2. The salary classification upon appointment to the professional title rank is implemented according to the guidance in Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Minister of Home Affairs guiding salary classification upon grade promotion, change of rank, change of type for officials and public employees, and according to current legal regulations. When implementing the new salary policy, the classification into the new salary will be carried out according to the regulations of the Government of Vietnam.
Based on Decree 204/2004/ND-CP, the formula for calculating the salary of a Grade II pre-university teacher (excluding allowances if any) is as follows:
Salary = Coefficient x Statutory pay rate
Where:
- The salary coefficient for the professional title of Grade II pre-university teacher (code v.07.07.18) is applied with the salary coefficient of public employee type A2 (group A2.2), from the salary coefficient 4.00 to the salary coefficient 6.38.
- The current statutory pay rate is 1,800,000 VND/month.
Thus, the salary of a Grade II pre-university teacher will range from 7,200,000 VND/month to 11,484,000 VND/month.
However, according to Resolution 27-NQ/TW of 2018, when the salary policy is reformed from July 1, 2024, the statutory pay rate and salary coefficient will be abolished. Instead, Grade II pre-university teachers will receive a new salary according to the new salary scale.

What are the standards for the professional title of a Grade II pre-university teacher in Vietnam?
Based on the provisions of Article 5 of Circular 22/2023/TT-BGDĐT on the general standards of professional ethics for Grade II pre-university teachers, including:
(1) Duties of a Grade II pre-university teacher:
- In addition to the tasks of a Grade III pre-university teacher, a Grade II pre-university teacher must also perform the following tasks:
+ Participate in the development of the school's education plan or participate in the evaluation, and assessment of the school's materials to implement the pre-university education program;
+ Participate in the inspection, and professional activities for pre-university teachers in the pre-university school;
+ Preside over training sessions, and specialized activities in the department;
+ Lead the implementation of scientific research projects at the school Grade; participate in the assessment or guidance of colleagues in scientific research at the school Grade;
+ Support colleagues in psychological counseling, and career guidance activities for pre-university students; proactively propose activities to preserve and develop ethnic cultural heritage in the school; participate in evaluating and guiding students or teachers in competitions or contests within the pre-university school.
(2) Standards of education and training:
- Hold a bachelor's degree or higher in a teacher training field for high school teachers; or hold a bachelor's degree in a relevant discipline and have a certificate in pedagogical training for high school teachers as per the program issued by the Minister of Education and Training;
- Hold a certificate of training according to the standards for the professional title of a pre-university teacher or a certificate of training according to the standards for the professional title of a high school teacher.
(3) Standards of professional and occupational competence:
- Master the guidelines, policies of the Communist Party, laws of the State, and regulations of competent authorities on pre-university education and effectively implement them in assigned tasks;
- Capable of proposing flexible adjustments to the education plan suitable to the actual conditions of the school; capable of designing and building lessons suitable to the themes in the pre-university education program;
- Proactively update and flexibly, and effectively apply teaching methods and forms; various forms, and methods of evaluating learning outcomes, training, and student progress;
- Apply appropriate psychological counseling measures, and career guidance suitable to each student's needs in teaching and educational activities;
- Proactively and positively build healthy, and trustworthy cooperation relationships with students' parents, and related organizations and individuals in implementing teaching and educational activities for students;
- Proactively research and promptly update new requirements for professional competence; capable of creatively, and appropriately, and effectively applying forms of self-improvement in professional competence;
- Capable of applying information technology to professional activities; able to use a foreign language or a minority language according to the job requirements;
- Recognized as a grassroots emulation soldier or received a certificate of merit from the ministry, sector, or higher for excellently completing the tasks of pre-university education;
- Public employees sitting for examination or consideration for promotion to the professional title of a Grade II pre-university teacher (code v.07.07.18) must have held the professional title of a Grade III pre-university teacher (code v.07.07.19) or equivalent for at least 9 (nine) years (excluding probationary period) by the end of the registration deadline for the examination or consideration for promotion.
What are the general standards of professional ethics for pre-university teachers in Vietnam?
Based on the provisions of Article 3 of Circular 22/2023/TT-BGDĐT on the general standards of professional ethics for Grade III pre-university teachers, including:
- Comply with the guidelines, policies of the Communist Party, laws of the State, and regulations of competent authorities on pre-university education;
- Regularly cultivate ethics, uphold a sense of responsibility, and maintain the qualities, honor, and reputation of teachers; exemplary behavior in front of students;
- Love, treat fairly, and respect students; protect the legitimate rights and interests of students; united, and help colleagues;
- Strictly adhere to the general responsibilities and obligations of Public employees and the regulations of the Ministry of Education and Training on teacher ethics.
Circular 22/2023/TT-BGDĐT will take effect from January 15, 2024.
