+ Online services for student enrollment and public recognition of degrees and certificates, aiming for comprehensive implementation.

+ Promote cashless online payment of tuition fees and other charges; connect the financial management software of educational institutions with cashless payment platforms.

In Official Dispatch 4771/BGDDT-CNTT in 2023, the Ministry of Education and Training provides guidance on digital transformation in teaching, learning, and assessment as follows:

Continue to effectively implement Circular 09/2021/TT-BGDDT on managing and organizing online teaching in primary education and continuing education institutions, specifically focusing on the following aspects:

- Maintain and maximize the benefits of Learning Management Systems (LMS) in connecting schools, teachers with students (and parents) and organizing educational activities; ensure integration, connection, and data exchange between online teaching software and management software in educational institutions.

- Enhance the development of digital learning materials (including: electronic lectures, multimedia digital materials, electronic textbooks, simulation software, and other learning materials; develop an online question bank for subjects); contribute and effectively utilize the shared learning resource repository of the Ministry for organizing teaching and assessment.

- Promote regular assessment in the online format; conduct periodic assessments on computers for places that have the need and ensure conditions for implementation (need to plan and determine the steps for suitable pilot implementation to achieve quality and efficiency).

- Strengthen the skills training in digital literacy for teachers; prioritize training on work-related topics such as: applications of teaching software, building digital learning materials, electronic lectures, and skills for organizing online teaching.

- Review, invest in, and supplement computer equipment for teaching Informatics at a basic level (level 2 according to Decision 4725/QD-BGDDT) for teaching Informatics: a maximum of 2-3 students per computer at the primary level; a maximum of 2 students per computer at the junior secondary level; each student should have access to one computer at the senior secondary level. Emphasize using computer rooms for specialized school activities and other subjects beyond Informatics.

Construct studio rooms (in places with demand and conditions) for building digital learning materials and online teaching (including computers, auxiliary equipment, and necessary software).

- Effectively implement the electronic library system (including library management software and digitalized book and teaching resource database), ensure interconnection with digital resources, and share digital resources among educational institutions, education management staff, and teachers.

- Continue to implement the educational institution management platform in 100% of schools, at least deploy the following subsystems: student management (record management, academic results), staff management, facility management, school health information management, student health information management, accounting management; ensure seamless connection with local educational databases and the National Education Database.

- Deploy electronic document applications, prioritize electronic grade books and electronic academic records; implement applications for connecting, interacting, and exchanging information between parents and educational institutions on digital platforms, and encourage the use of free solutions such as OTT messaging, email, mobile applications, and school websites.

- Complete the educational data system according to Circular 42/2021/TT-BGDDT regulating educational and training data systems, focusing on the following tasks:

+ Organize data updating on educational sector database software systems to ensure full, accurate, and prompt information supply according to Ministry of Education and Training requirements; complete the update of personal identification numbers for teachers and students; update academic results on the National Education Database for each semester; especially complete information for 12th-grade students for the high school graduation exam and university admission.

+ Strictly comply with periodic education statistical reporting policies for preschool, general education, and continuing education managed by Schools, District, and Provincial Departments of Education (at the beginning and end of the school year) within deadlines, and ensure full, accurate content according to Circular 24/2018/TT-BGDDT on educational sector statistical reporting policies; Circular 19/2020/TT-BGDDT on periodic reporting policies under the Ministry of Education's state management scope, and ad-hoc reports according to the Ministry's requests.
